The minimum finished floor elevation for all new construction and substantial improvements outside levee districts in the City of Sugar Land are determined by the highest elevation of the following:
- 2.0 feet above the 100-year Atlas 14 Base Flood Elevation (BFE), or 2.0 feet above the FEMA 500-year BFE if Atlas 14 data is not available
- 1.5 feet above the highest adjacent natural ground for the structure
- 1.0 feet above the top of curb
The minimum finished floor elevation for all new construction and substantial improvements inside levee districts in the City of Sugar Land are determined by the highest elevation of the following:
- 2.0 feet above the coincidental ponding elevation for the levee improvement district, as determined by the levee improvement district engineer
- 1.5 feet above the highest adjacent natural ground for the structure
- 1.0 feet above the top of curb
All mechanical and electrical equipment must be installed at least 1.0 feet above the BFE or coincidental ponding (inside levee improvement districts) elevation. All utilities must be flood proofed from 1 foot above the BFE to the lowest elevation of the utilities.
