Commercial Solid Waste, Liquid Waste, & Recycling Services
Overview
The City of Sugar Land regulates all commercial solid waste, liquid waste, and recyclable material operations to ensure safe, reliable, and environmentally responsible service.
All operators collecting, transporting, or disposing of these materials must obtain a City license and comply with Chapter 4, Article V of the City Code of Ordinances — Commercial Solid Waste, Liquid Waste, and Recyclable Material Operators.

All commercial service providers in the following categories must obtain a license through the City’s Citizen Self Service (CSS) Portal before operating within Sugar Land:
- Solid Waste Operators
- Liquid Waste Operators
- Recyclable Material Operators
Applications are accepted only through the CSS online portal — paper applications are not accepted.
All licensed operators — solid, liquid, and recyclable — must submit quarterly reports to the City. Reporting instructions and templates are available through the CSS portal or in Code of Ordinances.
- Commercial Solid Waste and Commercial Liquid Waste operators are required to remit quarterly franchise fees (10%) to the City.
- Recyclable Material Operators are not subject to franchise fees, but must still submit quarterly reports.
All commercial solid waste customers are required to utilize Republic Services, the City’s exclusive franchise hauler.
The Sugar Land City Council granted an exclusive franchise to BFI Waste Services of Texas, L.P. (Republic Services) for the collection and disposal of commercial solid waste.
This franchise also includes the collection and disposal of construction and demolition debris for projects that exceed 30 days.
- If your project exceeds 30 days, you must use Republic Services from the onset.
- If your project is under 30 days, you may use a City-licensed Solid Waste Operator.
All commercial liquid waste customers must use a City-licensed liquid waste hauler for collection, transport, and disposal.
Businesses are encouraged to start a recycling program to reduce waste and conserve resources.
The City offers free waste audits to help customize a recycling program that fits your company’s needs and budget.
All recyclable material customers must use a City-licensed Recyclable Material Operator.
