Captain Carter started his career in 2006 as a patrol officer, he advanced through the ranks, serving as a Patrol Sergeant for six years where he was assigned to Evening Shift Patrol. During his tenure as Sergeant, he also served as supervisor for the Departments Impact Team and later as the Special Events Sergeant before being promoted to Lieutenant in 2023. In that position, he managed K-9, SWAT, the Crisis Negotiations Team, Criminal Investigative Division, Forensic Services Unit, Special Events, and the Traffic Division.
He has been a member of the East Fort Bend Regional SWAT team since 2012 and is the current Commander of the team. He was a founding member of the Police Department’s High Threat Team and helped develop the Command Competency Lab. He holds numerous advanced instructor certifications, including those in firearms, less-lethal munitions, and active shooter response (ALERRT Level 1 and AAIR).
A graduate of the FBI National Academy Associates Command College (2023) and the ILEA Texas Sergeant Academy (2017), Captain Carter also holds a Bachelor of Science in Criminal Justice from Texas State University. He is a TCOLE-certified Master Peace Officer.
Captain Carter was honored as the 2020 Sugar Land Police Department Officer of the Year and received the Rotary Excellence in Service Award the same year. He also received a Fort Bend Optimist Club Law Officer Award in 2020. He is a proud member of both the Texas Tactical Police Officers’ Association and the National Tactical Officers’ Association.
Captain Carter currently serves as the Captain of the Special Operations Bureau. He oversees several divisions including Criminal Investigations, Forensic Services, Digital Forensics, Traffic, SWAT and CNT.
