Mayoral Candidates

William Ferguson

Fort Bend County has been my home since 1992 when I became a Police Officer for the City of Stafford. To this day, 28 years later, I am still wearing a badge but now with the Fort Bend County Sheriff’s Department. I have lived in Greatwood for 15 years. Sugar Land Annexed us in 2018. I have been an active member and Deacon at the First Colony Church of Christ since 2001. My service as a Deacon was focused on benevolence and security. My life is service to others. I have served the survivors of Hurricanes Harvey, Katrina, Ike, Rita, Michael (FL), Florence (NC), and Laura with supplies and physical service. I also have a strong passion for the homeless. From Houston to Baltimore I am working to comfort the homeless. I received my law enforcement education and training from the University of Houston. I am a Master Police Officer. I have enjoyed a life of leadership in Law Enforcement and private business. From Healthcare to Home Services I have enjoyed success. My philosophy in life is to serve others first and always be fair. I am proudly celebrating 30 years of marriage in September of 2020.

Naushad Kermally

Naushad and his wife came to Sugar Land 30 years ago. Naushad has a long history of service to Sugar Land.  Naushad and his wife, Narmin, have 3 children, who have all graduated college. His oldest son, Adam, graduated from Penn State University and got his master’s degree from University of Texas is Sports Management. His princess, Arianna, graduated from Austin College and got a master’s in education.  His baby, Aaron, graduated from the Cox School of Business at SMU.   He started his career as a Trauma and Critical Care Nurse at Ben Taub Hospital. In 1997 he took his expertise to Methodist Sugar Land Hospital. After a career in the medical field, he transitioned careers and joined a mobile technology startup company in 1999. That company has since grown from its local roots to a national leader in the wireless industry, and Mr. Kermally served as the Executive Vice President and retired in 2023 from Prime Communications.

Councilman Kermally is excited to serve the community in which he and his family live, work, and play. Councilman Kermally has worked on many different committees during his time on City Council and looks forward to taking the next step as Mayor.

Sarwar Khan

I have proudly lived in Sugar Land for the past 30 years and currently serve on the Sugar Land Board. I currently have been working at Sterling McCall Toyota for the past 25 years, starting as a car salesman and advancing to my current role as Fleet Manager. My long-standing career in the automotive industry has taught me the value of dedication, service, and building strong relationships within our community.

Beyond my professional career, I am an avid gardener who finds joy in cultivating plants and spending time outdoors. I’m also deeply committed to serving our community, currently holding a position on the Sugar Land Board, where I work to support initiatives that improve our city's growth and well-being.

My family is a significant part of my life. I am blessed to share my life with my wonderful wife, and together we have three amazing sons: one currently starting medical school, another who has earned a business degree at the University of Houston, and my youngest who is a student at Dulles High School.

I am passionate about fostering a vibrant and thriving Sugar Land, and I look forward to continuing to serve and contribute to our community.

Carol McCutcheon

Occupation:  petroleum engineer in the energy sector (retired)

Carol McCutcheon is a passionate and dedicated leader who has been serving the Sugar Land community for 31 years. For the past eight years, she’s represented us on City Council, championing key issues like public safety, infrastructure revitalization, and traffic mobility.

Married for 37 years, Carol holds a B.S. and M.S. in Chemical Engineering and an M.B.A. She began her career as a petroleum engineer in the energy sector, bringing a strong problem-solving mindset to her public service.

Carol was Mayor Pro Tem from 2019-2020 and has served on numerous City boards, commissions, and committees. In 2022, she was honored as one of Houston’s 50 Most Influential Women.

Carol graduated from Sugar Land 101, the Citizens Police, Fire, and Airport Academies, Leadership Houston, Leadership Texas, and Leadership America.

A trailblazer in her industry, Carol is a former president of the Women’s Energy Network and co-chaired charity fundraisers benefiting women and children. She was named a Fort Bend Woman of the Year in 2003 and has spent 31 years as a First Colony Neighborhood Representative.

Michelle Mikeska

Occupation: Social Impact Organizer

Born and raised in Sugar Land, Michelle Mikeska has spent her life serving others—as a teacher, faith leader, and advocate. For five years, she inspired students as a teacher at Houston Christian High School. She was also the College Pastor at Sweetwater Christian Church, guiding youth and fostering community.

Her background in education, leadership, and advocacy has uniquely prepared her to serve as mayor. As a teacher, she learned the power of listening, problem-solving, and bringing people together—skills that translate directly into effective leadership. Her administrative experience gives her the ability to organize, strategize, and lead with integrity.

For the past 16 months, Michelle has been attending city council meetings as a Social Impact Organizer– advocating for transparency, accountability, and fairness. She’s worked alongside diverse coalitions, mobilizing community voices and challenging policies that exclude or silence residents. She believes the government should work for all of its people.

As a wife and mother, she understands the challenges families face and is committed to making Sugar Land a city where families, small businesses, and communities thrive both now and in the future. Michelle is running for mayor because she believes effective leadership listens, leads with integrity, and puts people first.

Alex J. Sowell

As a Project Engineer and the Owner/Operator of DoubleDave’s Pizzaworks in the Sugar Land area, I bring a passion for community and a commitment to excellence. My family moved to Sugar Land in 1981, and my parents have proudly resided in the same home since 1996. My wife and I continued this legacy by purchasing our first home in Sugar Land in 2016. We are proud parents of two boys who were born and raised in this vibrant community. I hold a Master’s in Business Administration and a Master’s in Industrial Engineering from Texas A&M University. My professional journey began with Halliburton Wireline & Perforating Services, followed by a role in Deep Water Offshore operations with Sperry Drilling. I gained valuable experience in project controls through a rotational program at Jacobs Engineering and later managed capital improvement projects for Seadrill's entire floater fleet. Currently, I work for Cornerstone Building Brands overseeing metal building design projects. In addition to my engineering and business pursuits, I am a proud pizza partner of the Sugar Land Space Cowboys. I’ve developed a streamlined program to empower special needs students through the Fort Bend ISD transition program, aiming to mass-produce DoubleDave’s Peproni Rolls to raise funds and awareness for this important cause.

George Kakkanatt

Dr. George M. Kakkanatt is a decorated veteran, community leader, and dedicated public servant in Sugar Land, Texas, where he has lived for over 22 years with his wife, Sally, and their three children. His life is guided by faith, integrity, and service.

A former U.S. Air Force Captain, Dr. Kakkanatt brings leadership and discipline to public service. As a psychologist and psychotherapist, he advocates for mental health and social justice. He holds master’s degrees in English Literature and Social Work and a Ph.D. in Psychology.

Dr. Kakkanatt has served as President of the Glen Laurel HOA, Board Director of Burney Road MUD, and is a Sugar Land 101 graduate. He actively participates in City Council meetings and civic organizations, including Rotary International, Lions Club, Exchange Club, American Legion, and the Knights of Columbus.

As Founding President of the South Indian U.S. Chamber of Commerce and a Fort Bend Chamber member, he promotes economic growth and supports local businesses.

As a veteran and former U.S. Air Force captain, service has always been at the heart of what I do. And as a psychologist, I believe in the power of listening. Good governance starts with understanding what matters most to you. 

Maggy Horgan

My family and I have been proud residents of Sugar Land, and community involvement has always been a priority for me. I actively supported my three daughters through their journeys at FBISD schools. I was deeply engaged in their education and activities, volunteering and supporting their leadership roles.

I built a strong connection with this community through business, philanthropy, and leadership. I successfully built a diamond business, overseeing strategic financial decisions. This experience has given me the ability to solve problems efficiently, manage budgets responsibly, and work collaboratively - skills essential for effective city leadership. I have invested in S.L through property ownership. My multicultural background and languages allow me to connect with our city’s diverse residents, I understand the importance of inclusivity and representation.

Aqeel Virk

Occupation: Real Estate Broker Associate
Years in Sugar Land:  6

Aqeel Virk is 41 years old, a devoted husband and father of four two daughters 13 years and 12 years and two sons 9 years and 7 years old. His deep rooted family values drive his commitment to making Sugar Land a better place for all families.

As a dedicated realtor based in Sugar Land, Aqeel has been serving the community for the past six years. He leads a team of 10 agents under Aqeel Properties Group, helping families achieve their homeownership dreams while strengthening neighborhood connections.

Aqeel’s leadership extends beyond real estate. He served in the Pakistan Army for 15 years, He was commissioned in 2004 and Honorably discharged in 2019 at the rank of Major. His combined experience of 21 years in leadership roles, both the military and real estate industry has equipped him with the skills, discipline, and problem-solving abilities needed to serve the community effectively.

Currently, Aqeel is a police cadet at WCJC Police Academy, set to graduate in June 2025. His commitment to public safety reflects his vision for a safer, stronger Sugar Land, where families and businesses can thrive.

Now, he is stepping up to serve on a greater level running for Sugar Land City Council At-Large Position 1.

Muzaffar Vohra

Muzaffar Vohra, 21-year resident of Sugar Land, a law graduate, small business owner, and CEO of the Vohra Foundation. As a candidate for City Council, he is committed to unity, progress, and fostering an inclusive community that bridges Old and New Sugar Land. With over two decades of leadership experience, he values listening, collaboration, and community engagement.

A devoted husband, father of four, and grandfather of two, Vohra’s family has called Sugar Land home for three generations. His children, all graduates of Sugar Land schools, have excelled in medicine, law, and public service. His eldest son is a physician, his second son is a lawyer at a leading national firm, his youngest son is a University of Houston junior interning for the U.S. Department of State, and his daughter is a junior at Dulles High School and an alumna of the Sugar Land Teen Police Academy.

Vohra actively participates in local government and community initiatives. He is an alumnus of the Sugar Land Citizens Police and Fire Academies, a member of the FBISD Board Leadership Academy, the Sugar Land Rotary Club, and the Fort Bend DA’s Citizens Academy. His deep civic engagement reflects his commitment to enhancing Sugar Land’s future.

Jim Vonderhaar

Jim Vonderhaar, a longtime Sugar Land resident, businessman, and dedicated community leader, is running for Sugar Land City Council, At-Large Position One. With a deep understanding of the city’s needs and a proven record of leadership, Jim is committed to ensuring smart growth, maintaining a high quality of life, and fostering a strong and balanced economy.

As an experienced executive with over 30 years in the energy sector and former owner of a home care agency, Jim brings valuable expertise in strategic planning, fiscal responsibility, and community service. His leadership extends beyond business, with a strong history of civic engagement, including serving as VP of his HOA, chairing local nonprofit initiatives, and participating in Sugar Land’s Legislative Task Force.

Jim is a leader who listens, working collaboratively with residents, businesses, and city leaders to address key issues such as mobility, infrastructure, public safety, and sustainable development. A graduate of the University of Southern Mississippi, Jim has been married to his high school sweetheart, Janine, for 47 years.

At Large Position Two Candidates

Robert Boettcher

Occupation - Senior Mechanical Engineer at SLB (Schlumberger)
Number of Years in Sugar Land - 12+ years

I am running for Sugar Land City Council At-Large Position 2 to preserve what makes Sugar Land great while helping guide the city towards its promising future. I currently serve on the Zoning Board of Adjustment (2nd term), have served as an Alternate Election Judge, Precinct Chair, and have volunteered as a youth basketball coach. 

 My family includes Leah and our two children Lilah (9) and Liam (1). Leah and I met at a local baseball game similar to our Sugar Land Space Cowboys. 

I live, work, and raise my family in Sugar Land. My top priority is to maintain Sugar Land as the premier city in Fort Bend County. Sugar Land is a great place to start and raise a family and has a strong community feel. It is our duty as residents and council to keep it that way. I have a strong commitment to keeping the community safe, ensuring we have superior infrastructure, and ensuring responsible government spending. 

As an engineer with over 15 years’ experience in upstream oil & gas, public utilities, energy reliability, and infrastructure, I plan to leverage these skills to best serve the residents of Sugar Land.

Ameer Malik

Ameer Malik is a dedicated father, husband, business professional, and community leader with over 14 years of experience. He serves as an Escrow Officer at American Title Company in Sugar Land, where he has developed a deep understanding of the unique challenges and opportunities facing the community. 

Ameer is skilled at navigating challenging business situations and making strategic decisions to achieve successful outcomes. His strengths include planning, operations, finance, and strategy. He employs a collaborative leadership style, which reflects his proactive approach and ability to translate complex details into actionable plans that build trust and deliver effective results. As a unifier, he actively listens to diverse perspectives to discover innovative ideas and solutions. 

As a member of the Lions Club and the Fort Bend Chamber of Commerce, as well as a co-founder of South Asian Real Estate Professionals, Ameer has consistently worked to uplift the community. His campaign priorities—relieving traffic congestion, improving public safety, supporting local businesses, and creating green spaces—highlight his commitment to making Sugar Land a thriving and progressive community.

District Two Candidates

Nasir Hussain

Occupation: Telecommunication Consultant
Number of Years in Sugar land: 12 yrs

Nasir Hussain is a dedicated telecommunications professional residing in Telfair, Sugar Land for over a decade. He is married to Sahar and is a father of four. With 25 years of global experience, he holds a bachelor's degree in electrical engineering from NED UET and a master's degree focused on Communications and Networks from the University of Delaware.

Nasir has worked in major cities worldwide, specializing in designing wireless networks for urban and semi-urban areas. Since moving to Sugar Land, he has actively contributed to community development, serving on the HOA board from 2021 to 2023 and as a member of the City of Sugar Land Mobility Citizen Task Force from 2020 to 2022. He participated in a strategic planning workshop for the city's future.

Currently, Nasir is a Co-Chair of the IEEE INGR Massive MIMO Working Group and an active member of IEEE. He has also contributed to 5G Americas, co-authoring several white papers on the future of wireless communications through 2030 and beyond.

Gladys Nunez

My name is Gladys Nunez, and I was born in Honduras. I have been living in the USA for more than 15 years. I serve as the Pastor of a Christian Church in Sugar Land and also work as an office manager and sales director at an Immigration Firm. Additionally, I am a health insurance agent. I am driven by the belief that the secret to happiness lies in helping others find their joy. I hold that the most important purpose of our lives is to serve one another.

I am a single mother and a proud grandmother of eight grand children, they are my greatest treasure, and I am deeply thankful to God for every moment I get to spend with them. I am also grateful to Him for this opportunity to be part of the elections. My faith and dedication to service are summed up in my favorite phrase: "GOD IS GOOD ... ALL THE TIME."

Cindy Picazo

Cindy is a community bank SVP with over 35 years experience and an Adjunct Professor of Finance at UH. She has lived in New Territory for 28 years and raised her four children there. She currently serves as Chairman of FBCLID 7 (since 2017); was Chairman of FB MUD 67 during annexation by Sugar Land (2012 – 2017); and served on the NTRCA Board (2010 – 2014).

She saved LID 7 taxpayers $45MILLION on flood mitigation projects while lowering the tax rate and increasing flood protection over 400%!

Her experience will keep Sugar Land on target for positive growth while maintaining fiscal responsibility, quality neighborhoods, strategic infrastructure and strengthening our community values.

Sanjay Singhal

Occupation: Engineer, Vice President in Zentech Inc.
Number of years in Sugar Land: 10 years

I have been a proud resident of Sugar Land for over a decade, actively participating in the local community and focused on improving our community’s quality of life. I served as a Telfair HOA Board Member, and it’s President for 3 years, delivering real-results - improving amenities, reducing HOA fees and increasing financial reserves.

As an engineer with 30+ years of senior executive experience at Schlumberger, I have led diverse teams, overseen global operations, and managed strategic budgets gaining valuable leadership experience and problem-solving skills that I now seek to bring to City Council.

I believe in transparency, accountability and getting things done. I led community efforts against the proposed power plant, organizing town halls and ensuring resident voices were heard. I will bring the same proactive leadership to City Council as the voice of District 2 residents. 

My Priorities for Sugar Land include:

Bradley William Tilton II

Bradley and Vanessa, along with their two children, have been New Territory Residents for the past 13 years.  Bradley’s dedication to community service, combined with his professional expertise and leadership experience, makes him the first choice for representing District 2 on the Sugar Land City Council.  Bradley is deeply committed to the Sugar Land community. He has served as President of West Sugar Land Little League, is currently the Scoutmaster for his son’s Boy Scout Troop 38 in New Territory, is a member of the Lions Club, is a Neighborhood Representative for New Territory HOA, a member of Austin High School PTO, and actively participates in Parkway United Methodist Church.  Bradley, through his experience in the legal field and volunteer service, is able to collaborate with a large variety of people to work towards a common goal.  Bradley takes pride in his work with the youth of Sugar Land and will take his passion for the community to City Council.  Bradley is here to represent ALL of District 2 will represent Sugar Land with Transparency, Service, and Growth.  In this election, vote for Bradley Tilton, Number One on the ballot for Sugar Land City Council, District 2.

District Four Candidates

Rick Miller

Graduated from the U. S. Naval Academy, Annapolis, Maryland.

Immediately after graduation, participated on the first United States baseball team in exhibition in the Summer Olympics. Inducted in the Naval Academy Sports Hall of Fame.

Progressing to the rank of Captain, held top leadership positions in carrier-based squadrons, shore assignments in the Pentagon on the Joint Staff and the SecNav’s staff. 

Attended the ICAF at the National Defense University, (MS in National Resource Strategy).

Served as Senior Fellow on the Chief of Naval Operations Strategic Studies Group (SSG) developing war fighting concepts for the 21st Century Navy. 

Founder/President of TREVANIONGROUP, LLC, focused on leadership and high performing teams and strategic planning and executive coaching.

Former Texas State Representative, Texas House District 26 (Appropriations), representing Sugar Land and areas of Fort Bend County.

Family: One is an Admiral in the Navy and serving as the Deputy Commander, U.S. 6th Fleet…younger son is a District Judge in Harris County.

Dr. Zeenat Mitha

Dr. Zeenat Mitha and her family have lived in Sugar Land since 1994. Both her children were born and raised in Sugar Land and attended FBISD schools. She has served the city of Sugar Land in various capacities for two decades. She is currently on the Advisory Board of Child Advocates of Fort Bend. She has served on the Board of Literacy Council of Fort Bend, and she also served as a Board Member, and Chair of the Membership Committee, for the Fort Bend Chamber of Commerce. For the City of Sugar Land, she has served as a Member on the Planning and Zoning Commission and as a Member of the Zoning Board of Adjustments.

Dr. Mitha received her B.A. in Journalism from Southern Methodist University, her MBA from University of New Mexico, and she did a Fellowship in Public Policy at Georgetown University. She received her Ed.D. (Doctorate) from Houston Baptist University, now Houston Christian University.

Dr. Mitha is a Professor at The University of Houston-Downtown since 2009. She also has substantial business and consulting experience as she works with leaders, managers, and administrators in the areas of business development, public relations, media, and communications success.

Sapana Patel

Sapana Patel is a two term Planning & Zoning Commissioner, appointed by City Council, to serve the residents of Sugar Land in ensuring that development plans comply with City Ordinances and the City’s long range Land Use Plan. In addition to serving on this most important Commission, Ms. Patel has been instrumental in leading community grass-roots efforts to prevent incompatible and intrusive high-density development adjacent to District 4 neighborhoods. As a Planning and Zoning Commissioner, she examines proposed development projects to ensure they protect the quality of life in Sugar Land, minimize additional traffic congestion and keep the community safe.

A 26-year resident of District 4, Ms. Patel has served as President of Commonwealth PTA and as President of the Telfair HOA. She is a graduate of Fort Bend Chamber Leadership, Sugar Land 101, the Sugar Land Police Academy, and the Fort Bend County District Attorney Leadership program. Additionally, she has contributed to the Fort Bend Education Foundation.

Ms. Patel is a nationally recognized Realtor with KW, where she mentors and trains new agents. She holds degrees in Accounting and Marketing
