Streets and Sidewalks Pilot Programs

The City is launching two pilot programs to explore new ways to maintain and improve our streets and sidewalks. These programs are part of our commitment to pursue innovative solutions that make our streets and sidewalks safer, last longer, and save money over time. By testing new ideas, the City aims to get the best value for taxpayers and take care of public resources in a responsible way.

Asphalt Overlay Pilot Program

This pilot program will measure the performance of the MAQS®-PressurePave Surfacing System, a patented pavement treatment that overlays asphalt onto concrete streets. The system applies and cures two distinct products at the same time, sealing the surface while providing a strong and reliable driving layer.

The goal is to determine whether this system can enhance the durability and lifespan of our streets.

Project Details

  • The pilot project will take place along West Airport Boulevard, between Imperial Canyon Lane and Cottonwood Court.
  • The system has 15-year average surface life.
    • Pre- and post- application assessments will document surface conditions including cracking, raveling and wear over time. 
    • The effectiveness will be evaluated through a combination of field evaluations and long term monitoring.
  • Installation is anticipated to take place in the month of September 2025.

Alternative Sidewalk Pilot Program

This pilot program explores the use of more flexible, cost-efficient materials—such as asphalt, decomposed granite or Terrewalks (recycled plastic) for areas where tree root growth has caused significant sidewalk damage. While concrete sidewalk panels are intended to last over 50 years, many in the City of Sugar Land require replacement in less than a decade due to root damage. 

The goal is to utilize materials that are more economical and easier to maintain in affected areas as a temporary measure until such time the tree impact is removed.

Project Details

  • The pilot project took place along Settlers Way Blvd between Flintwood Dr and Windmill St. This location was selected due to its high pedestrian traffic and the considerable deterioration of sidewalks caused by tree root intrusion. 
  • Only the sidewalk panels directly affected by private tree roots were replaced with alternative materials.
  • Installation of asphalt and decomposed granite took place in June 2025.
  • Installation of Terrewalks took place in September 2025.
