Elizabeth Rosenbaum

Assistant City Manager - Chief Internal Services Officer

Elizabeth Rosenbaum, Assistant City Manager, began her career with the City of Sugar Land in 2006. She became Assistant City Manager in 2025 and currently leads the Internal Services departments – Communications & Community Engagement, Customer Experience, Fleet, Information Technology, People & Culture, and Strategic & Government Affairs.

Over the years, she held various leadership positions, ultimately becoming the Executive Director/Director of Aviation in 2020. In this role, she completed the Airport’s Master Plan, managed its operating budget, oversaw the Airport fee structure, and served as the primary liaison between the Airport and its fuel provider—administering a multi-million-dollar contract vital to airport operations.

She collaborated closely with TxDOT Aviation to secure grant funding and played a vital role in both public and interdepartmental relations. Her leadership in strategic planning helped guide the Airport’s long-term growth and development.

Beth holds a Bachelor of Science in Government from Texas Woman’s University and a Graduate Degree in Professional Studies from George Washington University. In 2016, she achieved certification as a member of the American Association of Airport Executives (AAAE) in 2016 and was named to Airport Business Magazine’s “Top 40 Under 40” list in 2014.
