Brian Butscher

Assistant City Manager - Chief Operating Officer

Brian Butscher joined the city of Sugar Land as assistant director of public works in 2015. He served as interim director of information technology in 2020 and was named director of public works in 2021. In 2024, he was appointed executive director, focusing on improving efficiency across the organization.

His leadership has resulted in financial savings, operational efficiencies, and quality-of-life improvements, including mobility projects that address residents’ top priorities. In this role, one of his top priorities is to enhance public engagement by providing opportunities for residents to influence project funding decisions.

Butscher also oversaw the development of the city’s Integrated Water Resource Plan, a comprehensive process that evaluates policies, management strategies, and capital projects while fostering consensus among decision-makers and stakeholders.

In his current role as assistant city manager and chief operating officer, Butscher oversees the city’s core services, including the Sugar Land regional airport, engineering, utilities, public works, planning, and parks.

Before joining Sugar Land, he served as assistant director of utilities for the city of Corpus Christi and worked as a design engineer specializing in municipal infrastructure. Butscher holds a bachelor’s degree in ocean engineering from Texas A&M University and a master’s in public administration from Texas A&M University-Corpus Christi.
