Meet the Crisis intervention Team

Officer Brittany Moreno

Officer Brittany Moreno has been working for the Sugar Land Police Department since August 2011. She currently works in the Support Services Division as a Department Mental Health Officer and Crisis Intervention Coordinator partnering with neighboring law enforcement agencies, hospitals and mental health facilities in and around the City of Sugar Land to provide mental health resources to the community.  She is trained and has worked as a patrol officer, crime prevention officer, field training officer, and instructor and holds a Master Peace Officer License. She has completed the Advanced Instructor course and teaches mental health classes to officers at the Sugar Land Police Department.  Officer Moreno is a member of the Critical Incident Stress Management Team, Sugar Land Crisis Intervention Team, and is a member of the Collaborative Council for the Texas Judicial Commission on Mental Health. 

Officer Moreno attended school locally at the University of Houston- Victoria and Sugar Land campuses. She has 2 Bachelor’s degrees one of Criminal Justice and the other in Psychology. She completed her education by achieving a Masters of Arts Degree in Forensic Psychology also from the University of Houston Victoria branch. During her graduate studies she received further training as a counselor in training at the Texas Department of Criminal Justice psychiatric unit. 

When not working, Officer Moreno’s hobbies are horseback riding, watching movies, sports, and volunteering at the Fort Bend County Fair and Rodeo Association.

Officer Michael Candler

Officer Michael Candler

Officer Michael Candler is a graduate of Sam Houston State University in Huntsville. In 2014 he graduated with a Bachelor’s Degree in Criminal Justice with a minor in Forensic Anthropology. At Sam Houston he worked at the Southeast Texas Applied Forensics Science Facility. In 2017 he was hired by the Sugar Land Police Department and sent to the Gus George Law Enforcement Academy where he graduated as Valedictorian. He has been a Patrol Officer for over 6 years. 

Michael has a passion for crisis intervention and has attended The Texas CIT Conference. He has his TCOLE Advance Peace Officer Certification. He has received advance training in crisis intervention and is trained to respond to the most challenging mental health calls. He is used as a resource for other Officers when they respond to crisis calls. He has advance training as a Field Training Officer.

He has received the honor of 100 Club Officer of the year and has earned the SLPD Life Saving Award. 

Officer Lawrence Garnett

Officer Lawrence Garnett has five years of law enforcement experience and came to the Sugar Land Police Department in 2022 were he currently serves as a Patrol Officer in the Patrol Division. Prior to becoming a Police Officer, he worked two years as a Correctional Officer in a county jail and later obtained his Basic Peace Officer Certification from the University of Texas Police System Academy, Class 99. He is currently a member of the Special Response Team (SRT) and a certified mental health officer with the Crisis Intervention Team (CIT).  

Lawrence holds his Intermediate Proficiency Certificate through the Texas Commission on Law Enforcement (TCOLE) and is close to obtaining his Advanced Proficiency Certificate. Lawrence has taken a special interest in Mental Health after his time working in the jail and on the streets as a Patrol Officer. He hopes to help reduce the stigma of mental health by working with the Sugar Land Police Department’s mental health partners.  

Lawrence enjoys lifting weights, trying new food, traveling and most importantly, spending time with his family.

Officer Thomas Wafford

Officer Thomas Wafford

Officer T. Wafford attended Sam Houston State University in Huntsville and received a Bachelor’s Degree in Criminal Justice with a program in Law Enforcement and Police Science. He attended the Brazosport Law Enforcement Academy and started his career at the Brazoria County Sheriff’s Department in 1995 assigned to the Jail/Patrol Division. He left the Brazoria County Sheriff’s Department after ten years and was hired by the Sugar Land Police Department in 2005.

In his 28 years of Law Enforcement Career, he has had the opportunity to work in the Jail and Patrol Division, also being a member of the Swat Team, Fort Bend County Crisis Negotiation Team, Drone Team, and now the Crisis Intervention Team. He has been a Field Training Officer/Instructor and has trained numerous officers throughout his career. 

Officer T. Wafford enjoys spending time with his family, watching sports, and working out.

Officer Roberto Cruz

Officer Roberto Cruz enlisted in the United States Marines Corps in 2002. While in the Marine Corps he deployed twice to Iraq and twice to Afghanistan in Operation Iraqi Freedom and Operation Enduring Freedom. In 2017 he attended Gus George Law Enforcement Academy and became a Police Officer for the City of Sugar Land. In 2019 he obtained a B.S. degree in Occupation Safety and Health from the University of Houston-Downtown. 

Officer Cruz currently has his TCOLE advanced Peace Officer Certification and has been with the department for 6 years. He is currently a Field Training Officer and Intoxilyzer operator. He also is active on the Sugar Land Critical Incident Stress Management Team, Meritorious Conduct Board and Crisis Intervention Team. Officer Cruz was awarded the Life Saving Bar, Certificate of Merit Bar, Educational Achievement Bar, Military Service Bar and Fitness Bar.  

Officer Cruz also volunteers as a youth minister for St Benedict Catholic Church in the Edge Program. On his free time, he enjoys shooting guns, working on cars and spending time with his family.
