City of Sugar Land Animal Services Announces Exciting Progress and Shelter Intake Reopening

Sugar Land, TX – March 26, 2025 – The City of Sugar Land is thrilled to announce several exciting developments within its Animal Services division, including new leadership, a successful adoption initiative, and the much-anticipated reopening of shelter intake. These positive steps reflect the city’s ongoing commitment to enhancing animal welfare and strengthening community engagement.

New Leadership to Guide Animal Services Forward

Following recent restructuring within city administration, Captain Todd Zettlemoyer has been appointed as Interim Animal Services Manager. With over 24 years of dedicated service to Sugar Land, Captain Zettlemoyer brings exceptional leadership experience as a Police Captain leading the Special Operations Division. Holding a Master of Science Degree in Leadership and Management from Sam Houston State University and having attended the FBI National Academy in 2015, he is well-equipped to oversee shelter operations and guide the organization through this important transition.

In his new role, Captain Zettlemoyer will focus on hiring a permanent Animal Services Manager, restructuring shelter staffing to meet the evolving needs of animal care, and providing the leadership necessary to ensure continued excellence in operations. Understanding the deep connection between Sugar Land residents, volunteers, and the animals in the community, he is committed to fostering an environment of compassion, efficiency, and progress.

Shelter Reopening & Successful Adoption Program

After a temporary pause in new intakes, the Animal Services Shelter will officially reopen today, Wednesday, March 26. During the closure, the city launched a highly successful adoption program, waiving fees and providing new pet owners with essential supplies thanks to generous community donations. This initiative placed eight dogs and five cats into loving homes, reinforcing Sugar Land’s dedication to responsible pet ownership and lifesaving efforts.

Thanks to the incredible support of residents, the shelter is now able to welcome new animals again. However, 29 adoptable dogs and 14 cats are still waiting for their forever families. The city encourages the community to continue sharing, supporting, and adopting to help every pet find a loving family. New Enhancements & Opportunities for Community Engagement

In a heartwarming show of support, an anonymous donor has generously provided an inflatable, air-conditioned enclosure to enhance pet comfort at community events. This addition will allow Animal Services staff to showcase adoptable pets at larger gatherings, increasing their visibility and adoption opportunities.

"This donation was made in memory of a loved one who was passionate about helping animals," said Captain Zettlemoyer. "We are grateful for this meaningful gift, which will allow us to connect more pets with loving homes while keeping them safe and comfortable."

Looking ahead, the city is excited to participate in several upcoming events throughout April, where residents will have the opportunity to meet adoptable pets, learn about animal services, and engage with the community.

Hiring Process for New Animal Services Manager Underway

The City of Sugar Land is actively seeking a dynamic and compassionate leader to serve as the next full-time Animal Services Manager. In collaboration with an external consultant, the People and Culture Department is conducting a thorough recruitment process to find a candidate who will bring strong leadership, operational efficiency, and a deep commitment to animal welfare.

Interim Manager Zettlemoyer and Assistant City Manager Mark Poland are working closely with the hiring team to ensure the selection of a candidate who will enhance shelter operations, uphold the highest standards of care, and drive meaningful improvements.
