Applicable Codes

The City of Sugar Land has adopted the 2024 International Codes, including building, fire, residential, property maintenance, energy, mechanical and plumbing, as well as the 2023 National Electrical Code, as amended per Ordinance 2395. The city enforces these codes and the technical standards they reference.  To obtain building permits or certificates of occupancy, compliance with Sugar Land design standards and development codes are required.

Single Family Dwellings

Ground-up Submittal

  • Plot Plan - Indicate the location of all structures and flatwork to be constructed. Identify all property lines, building lines and utility easements.
  • Foundation Plan - Post tension designs must be signed and sealed by a professional engineer.
  • Construction Plans - Provide floor, framing, electrical, plumbing and exterior elevation plans.
  • International Energy Code - Provide documentation verifying compliance.

Dwelling Additions

  • Plot Plan - Indicate the location of all existing structures and details of the proposed addition. Identify all property lines, building lines and utility easements.
  • Foundation Plan - Provide a detailed drawing showing the proposed materials, beam depths, and number and size of piers (if required). Post tension designs must be signed and sealed by a professional engineer.
  • Construction Plans - Provide floor, framing, electrical, plumbing and exterior elevation plans.

Dwelling Remodeling

  • Building Plans - Provide a description of work and a drawing showing the floor plan, as well as any changes in the electrical, plumbing and mechanical systems.

Withdrawn Permit Application/Plans

PLEASE NOTE: A permit application is considered withdrawn: (1) If an applicant withdraws its application at any time prior to the issuance or the denial of the application; or (2) If an applicant fails to respond to request(s) from the City for additional information, resubmittal addressing review comments or remittance of a permit fee within the specified time or 180 days of the request, whichever occurs earlier.  Once the permit application is considered withdrawn, whether affirmatively by the applicant or due to the applicant’s failure to respond to request(s) for information or payment of fees, the City will CLOSE the file and will NOT reopen, reconsider, or extend the permit application.
