1. Why can’t I get water service?

A license is required to operate a rental property in the City of Sugar Land. Contact your landlord and inquire if a rental license has been obtained for the property. A license application must be submitted prior to a tenant obtaining water service.

2. What should I do if my landlord refuses to make repairs in a timely manner?

When debating whether to contact the Rental Program, consider the repair. Anything affecting safety or quality of life such as a damaged sewer line should be expedited. Other items such as a broken light fixture may take a bit longer. It is important that you maintain an open line of communication with the landlord. If you can’t obtain a resolution, you should contact the Rental Program to request an inspection. Staff will then notify the landlord of the complaint and request his/her presence during the inspection.

3. I think I have mold. What can the City do?

The City does not conduct mold testing. If you are concerned about potential mold issues, you must have a licensed third party conduct an air sample test and submit the results to City staff for review. If the report shows hazardous conditions, a notice of violation will be issued to the property owner.

4. My landlord isn’t honoring his/her lease. Is this something the City can enforce?

No. A lease is a civil contract between you and your landlord. The City has no legal ability to mediate or intervene in cases where there is a breach of contract. It is recommended that you seek the guidance of an attorney.

The only exception to this is in cases where repairs (not cosmetic upgrades) are necessary.
