Scott Butler

Scott Butler joined the City of Sugar Land in May 2021 as Director of Budget & Strategy. During his time with Sugar Land, Scott has worked to develop a collaborative budget process that achieves City Council’s strategic priorities and long-term financial stability. He values the stewardship of public trust in building and maintaining our community’s high quality of life while honoring a responsibility to conservative financial management. Scott has a passion for the role of local government in providing services that matter to the community and a commitment to fostering collaborative relationships in the organization and community.

As of January 2023, Scott serves as Executive Director with oversight of Budget.

Prior to coming to Sugar Land, Scott spent 17 years with the City of Mesa, Arizona working in many areas of the City including Development Services, Engineering, Environmental Programs, Solid Waste, & the Office of Management & Budget. Some of his responsibilities included managing the financial planning and execution of the Capital Improvement Program, as well as working across departments in developing special programs at Mesa including: asset management, municipal ambulance service, and public safety mental health response.

Scott holds a Bachelor of Science in Business Administration (Finance) from the University of Arizona and a Master of Business Administration from Benedictine University. He is a member of the Texas City Management Association and International City/County Management Association, as well as Government Finance Officers Association.

Scott and his wife, Erin, have been married for more than 23 years and have six children. They are proud to be a part of the Sugar Land community.
