Where are we in the development process?

We are at Step 0, meaning we are in the beginning stages of the project. Many steps still need to take place before construction begins on this project. PUMA has a purchase agreement for approximately 40 acres of land in and around the former Imperial Sugar site, including the Char House.  PUMA does not yet own the property.  The following items will need to be completed before PUMA decides to move forward with their project:

  1. Financial support – a reimbursement agreement for pre-development and construction costs of the Char House has been approved and a lease agreement for future office space in the Char House.  These items will help PUMA secure other financing for the Char House redevelopment.
  2. Amendment to the Land Use Plan to increase # of multi-family units to 1,200 in the 201-acre Imperial Regional Activity Center.
  3. Approved General Development Plan – a general land use plan including preservation of historic buildings, and list of proposed land uses, including 660 multi-family. 

A Public Hearing on the amendment to the Land Use Plan and General Development Plan was held by the Planning & Zoning Commission on February 14, 2023 meeting.  In a 4-4 vote, the Commission provided a recommendation of denial to the City Council.

On February 21, 2023, the City Council held a Public Hearing and first reading of the ordinance to amend the Land Use Plan and approve the General Development Plan for the project.  The City Council voted 5-1 in favor of the ordinance.  A second reading of the ordinance will be held on March 7, 2023.
