Is this program simply a way to make revenue?

Many municipalities within the region require rental properties to be registered/licensed. In Sugar Land, the program is focused on ensuring investment properties are maintained appropriately which is accomplished through routine inspections and complaint-based inspections. The fee is structured so that the program is self-funded and not subsidized by other property owners.
