The phrase "minor league baseball" is used as a generic term used to describe professional baseball below the level of official Major League Baseball (MLB). The term itself may refer to independent leagues - such as the Skeeters' Atlantic League - or those affiliated with MLB teams such as the Astros' farm team, the Corpus Christi Hooks. The term, which is not copyrighted or trademarked, can be used to describe both independent and affiliated baseball.

Sugar Land Skeeters to Play Ball at Constellation Field

SUGAR LAND, Texas --- The Sugar Land Skeeters, the area’s new minor league baseball team announced Wednesday that the official stadium name of their new home will be “Constellation Field”. The name change from “StarTex Power Field” to “Constellation Field” results from the recent merger between StarTex Power and Constellation Energy, one of the nation’s oldest and largest energy providers. Over the next few months StarTex Power will be changing its name to Constellation Energy. No other provisions of the 10-year Naming Rights Agreement are affected by this name change.

Sugar Land, TX Sugar Land City Council awarded a $27.9 million contract on March 1 to Barton Malow/Linbeck as the preferred Design/Build contractor for the construction of a minor league baseball stadium northeast of State Highway 6 and U.S. Highway 90A. The stadium is expected to be ready for opening day in April 2012.
Fourteen companies submitted proposals for the Design/Build contract, and Sugar Land selected five finalists in September 2010. A panel that included representatives from City Council, staff and Opening Day Partners conducted interviews leading to the selection of a preferred Design/Build contractor.

Design-build is a construction project delivery system where design and construction are contracted through a design-builder who is the general contractor and also the design professional (architect or engineer). This system is used to minimize the project risk for an owner by establishing a guaranteed maximum cost and reduce the delivery schedule by overlapping the design phase and construction phase of a project.
The stadium will be funded with a portion of sales tax revenues that may only be used for economic development purposes. No general fund tax dollars will be spent on the stadium. In addition to the stadium serving as a community amenity, a conservative cost-benefit analysis performed by Conventions, Sports & Leisure International conservatively estimates the project will generate economic activity annually of approximately $7.7 million or a net return of $169 million over 30 years on the investment of the City and ODP.
Construction is expected to begin in the spring of 2011 to have the stadium ready for opening day in April 2012.

Sugar Land, TX – Sugar Land selected on Jan. 13 Barton Malow/Linbeck as the preferred Design/Build contractor for the construction of a minor league baseball stadium northeast of State Highway 6 and U.S. Highway 90A. Negotiations on a final cost are ongoing, with a final decision expected in February.

Sugar Land, TX – Sugar Land recently began the process to select a final design-build contractor for the construction of a minor league baseball stadium northeast of State Highway 6 and U.S. Highway 90A. A final decision is expected in late January.
Architectural renderings have been prepared and are available above in the "On Deck" box. Construction is expected to begin in the spring of 2011 to have the stadium ready for opening day in April 2012.

Formal Agreements Inked for Baseball Stadium

Sugar Land, TX – Sugar Land City Council approved on Oct. 5 formal agreements with Opening Day Partners (ODP) and Johnson Development for the construction and operation of a professional minor league baseball stadium northeast of State Highway 6 and U.S. Highway 90A.
Studies have confirmed that a proposed minor league baseball stadium northeast of State Highway 6 and U.S. Highway 90A will not negatively impact existing neighborhoods. The final results of “Quality of Life” impacts -- noise, lighting, traffic and public safety -- from the proposed stadium were presented to City Council on Sept. 7, 2010. Public feedback gained through numerous venues on “Quality of Life” impacts was presented to City Council prior to selection of the final location.
The approved development agreement with ODP defines:
- project specifications, timelines and processes for the construction of a stadium (including completion of the stadium by April 1, 2012);
- locations for stadium improvements, including parking;
- financial responsibilities; and
- ODP ownership of an independent minor league baseball team in the Atlantic League of Professional Baseball.
The stadium lease agreement with ODP includes the following terms:
- A 25-year net lease includes ODP’s first right to negotiate renewal terms of lease.
- ODP will operate the stadium and offsite parking for all events.
- Permitted stadium uses will include baseball games, conventions, concerts, movies, meetings, festivals and fundraising galas.
- ODP will retain all revenues from stadium activities.
- The City will receive annual rent payments of $80,000 plus an additional participation rent.
- ODP will be responsible for stadium repairs and maintenance.
An agreement with Johnson Development conveys approximately 21 acres of land for the construction of a stadium and offsite parking. The City also agreed to purchase an additional five acres of land from Johnson Development for onsite parking. The developer will build necessary water/wastewater infrastructure to serve the stadium site.
Johnson Development is expected to begin clearing the undeveloped land by the end of this week. Vegetative debris piles will be eliminated using controlled burns as specified by state law.
“We are excited at the great deal of enthusiasm and interest that minor league baseball continues to receive in Sugar Land,” said Mayor James Thompson. “A city's work is never finished. It must keep redefining itself -- this is our time. With this stadium and baseball project, we've done something that will continue to impact future generations. I look forward to seeing the first pitch thrown during the 2012 baseball season.”

Sugar Land, TX – Sugar Land City Council selected a location northeast of State Highway 6 and U.S. Highway 90A as the final site for a professional minor league baseball stadium.
A resolution approved on Sept. 21 authorized the location, which is on undeveloped land known as the Imperial Redevelopment/Tract 3 site.

Sugar Land, TX – Studies have confirmed that a proposed minor league baseball stadium northeast of State Highway 6 and U.S. Highway 90A will not negatively impact existing neighborhoods.
The final results of “Quality of Life” impacts -- noise, lighting, traffic and public safety -- from the proposed stadium were presented to City Council on Sept. 7, 2010.
Findings from a constructability analysis (including a geotechnical investigation, environmental assessment and initial submittals to the Federal Aviation Administration) were previously shared with City Council and indicated no negative issues.
The City committed during the November 2008 election that proposed entertainment venues would have no negative impact to existing neighborhoods -- the proposed stadium location is more than half a mile from the nearest residence.
According to the results presented by consultants and City staff:
- the noise impact of the stadium will meet the City's existing noise ordinances, which were enacted in February 2010;
- there will be no impact from stadium lighting on any existing neighborhoods;
- all traffic impacts on existing neighborhoods will be mitigated with the planned internal roadway network and other improvements; and
- a security plan designed and implemented by the Sugar Land Police Department and in partnership with the stadium operator, Opening Day Partners, will ensure there is no negative public safety impact.

Sugar Land Baseball Stadium Project Speakers Bureau Available

Sugar Land, TX – Plans for the City of Sugar Land’s new minor league baseball team and stadium are well underway and generating a great deal of community interest. The City is close to completing engineering and quality of life impact studies to select the final site and preliminary results will be presented to City Council on Tuesday, August 24. In response to public interest, a speakers’ bureau of City staff and officials has been created to answer residents’ questions about ballpark plans, its impact on the community and to receive citizens’ feedback.
The City remains committed to selecting a final stadium site that does not negatively impact residents with respect to traffic, noise, lighting and public safety. City Council is expected to vote on the final site selection at its September 7 meeting and is actively seeking citizen input on the impact of the stadium’s site and plans.
Starting August 25, HOA’s, service organizations or other interested community groups can schedule a speaker and presentation to learn more about the City’s new baseball project including:
- Preferred stadium site near the northeast corner of State Highway 6 and U.S. Highway 90A

Sugar Land Selects Preferred Site for Minor League Baseball Stadium

Sugar Land, TX – Sugar Land City Council identified a preferred site near the northeast corner of State Highway 6 and U.S. Highway 90A for a minor league baseball stadium.
The preferred location is part of the Imperial Redevelopment/Tract 3 site proposed by Johnson Development Corporation, Cherokee Sugar Land LP and the Texas General Land Office.
The City will now begin a detailed process to confirm the site’s development capabilities and suitability prior to a final decision by City Council that’s expected by the end of the summer.
The preferred location for the stadium was made after careful consideration of four site options. An extensive site evaluation ensured the most cost effective and beneficial site to the community for the future professional minor league baseball stadium.
A comparative site analysis reviewed with City Council on June 22 provided an overview of the proposals submitted by interested developers, land purchase options and existing lease agreements held by the City.
The stadium is expected to result in nearby commercial development, so the City considered several locations to ensure the greatest quality of life and economic benefit to the community.
Other sites considered were near the intersections of U.S. Highway 59 and University Boulevard and State Highway 6 and U.S. Highway 90A.
Another site that was explored was at U.S. Highway 59 and University Boulevard where the City leases land from the University of Houston System at Sugar Land. The City submitted a Facility Development Agreement (FDA) detailing the development of the baseball stadium per the terms of a ground lease with University of Houston System (UHS); however, UHS formally rejected the FDA to develop the stadium.
The City remains committed to selecting a final site that minimizes and/or eliminates any adverse impact to residents with respect to traffic, noise and safety. Protecting the quality of life for the residents of Sugar Land will be a critical component in the due diligence performed over the next 60 days and in the final site determination.
The initial vision for minor league baseball was developed by citizens serving on the Visioning Task Force, a group that established a goal to enhance entertainment and family-oriented opportunities within the community. Voters approved in November 2008 specific sales tax and venue taxes to fund the project -- no general fund tax dollars will be spent on the stadium.

Sugar Land, TX - On Tuesday, May 18th the Sugar Land City Council approved an historic agreement with Opening Day Partners, LLC to bring professional minor league baseball to Sugar Land. As the City and Opening Day Partners (ODP) continue to work through the other binding agreements and details on the stadium, the City is now assessing ideal sites for the stadium which will provide the greatest benefit for the community.
One site that continues to be explored is on land leased by the City from the University of Houston System, adjacent to the UH-Sugar Land campus at US59 and University Blvd. However, as the stadium is anticipated to spur significant economic activity and potentially ancillary development around the site, the City is also studying other locations within the community where locating the stadium might also provide an economic stimulator for spurring new commercial developments.
Other sites being considered are near the intersections of U.S. 59 & University Blvd and Hwy 6 & U.S. 90A (see map below). One important consideration in all of these sites is that the stadium will be built on currently undeveloped land, preserving the City’s existing neighborhoods from any direct impact from the project. The City remains committed to selecting a site that minimizes and/or eliminates any adverse impact to residents with respect to traffic, noise and safety. Protecting the quality of life for the residents of Sugar Land will be a critical consideration in determining the stadium site. With the selection of an ultimate location, the City hopes to energize the area surrounding the stadium by maximizing the economic benefits & impact to ensure the greatest benefit for the community is achieved. Additionally, the stadium will be designed and operated as a community destination enhancing the quality of life for Sugar Land residents.
The initial vision for minor league baseball was a product of the citizen-driven Visioning Task Force due to the potential for enhancing entertainment and family-oriented opportunities within the community. The funding for the project was approved by the voters in November 2008 and based on the support of the community, the City continues to move forward with the development of the stadium and examine its potential impact.
In addition to the stadium serving as a community amenity, a conservative and pragmatic cost-benefit analysis performed by Conventions, Sports & Leisure International shows the project will provide an annual benefit to the community of conservatively $7.7 million, or a return of $169 million over 30 years. Based on this solid methodology, the stadium has the potential of attracting more than 300,000 visitors annually, tourism that will also benefit hotels, restaurants and other retail establishments. Furthermore, the stadium will have a direct impact on the community by increasing the City’s sales tax and Hotel Occupancy Tax (HOT) revenues by keeping local entertainment expenditures within Sugar Land and Fort Bend County.
To ensure the most cost effective and appropriate site is selected for the new stadium therefore, the City has issued a Request for Statements of Interests to local developers to gauge their interest and vision in incorporating the project into their planned developments. In its request, the City is seeking developable sites for the stadium and parking field and has requested all interested parties respond by June 15th with how they envision the new stadium being incorporated into their future development plans. During the following 60 days, the City hopes to complete its review of all responses with a final decision on the stadium site by late summer.

Sugar Land, TX - Sugar Land City Council approved an historic agreement with Opening Day Partners, LLC to bring minor league baseball to Sugar Land.
ODP Chairman Peter Kirk and Partner Brooks Robinson, a Major League Baseball Hall of Famer and a member of MLB’s All Century Team who won 16 consecutive Gold Glove awards from1960-1975, traveled to Sugar Land for the historic agreement.
A Letter of Intent approved on May 18 outlines a public-private partnership to fund the construction of a professional minor league baseball stadium in Sugar Land. The LOI identifies ODP as the owner of an Atlantic League expansion team that is committed to play long term in Sugar Land with a 20-year lease and a renewal option for an additional 10 years.
Potential stadium sites are still being evaluated to ensure the greatest benefit for the community. One site that continues to be explored is at U.S. Highway 59 and University Boulevard where the City leases land from the University of Houston System at Sugar Land.
The facility – built to MLB’s Triple A standards with family oriented amenities – will be designed as a flexible multi-use facility supporting year-round community events, college and high school baseball tournaments, concerts and other uses.
The agreement outlines a process expected to result in Sugar Land’s new baseball team taking the field in April 2012.
“This is an historic day for our community,” said City Manager Allen Bogard. “Our partnership with Opening Day Partners is the product of years of community leadership and vision and gets us one step closer to our goal of establishing a destination activity center in Sugar Land. This project will energize our economy for years to come. The long-term economic benefits will not only benefit Sugar Land, but also the surrounding area.”
A Cost Benefit Analysis shows the project will provide an annual benefit to the community of $7.7 million or a return of $169 million over 30 years. The stadium has the potential of attracting more than 300,000 annually, tourism that will also benefit hotels, restaurants and other retail establishments.
The $30 million stadium will be funded with a portion of sales tax revenues that may only be used for economic development purposes; hotel occupancy taxes; venue-specific taxes, including ticket and parking revenues; and $5 million from ODP. Voters approved the funding tools during a special election on Nov. 4, 2008.
ODP will contribute another $5 million for team franchise and startup costs.
A “name-the-team” contest will be announced soon with the winner to be awarded lifetime season tickets, according to Jon Danos, ODP’s president.

Sugar Land, TX - Sugar Land City Council on Feb. 16 will consider a Memorandum of Understanding (MOU) with Opening Day Partners, LLC to provide a professional minor league baseball team and develop a stadium in Sugar Land's Cultural/Entertainment District.
The MOU designates Opening Day Partners ("ODP") as the City's exclusive negotiation partner for 90-days to work towards more formal and binding agreements. ODP has a strong background in minor league baseball with more than 27 years of experience in developing multi-use ballparks and successfully owning and/or operating Minor League teams of all classifications. ODP -- a community-focused operator that emphasizes year-round community events and activities at their stadiums -- has designed, constructed and operated 14 such ballparks since 1982. ODP is led by its chairman Peter Kirk, president and C.O.O. Jon Danos, and Hall of Famer Brooks Robinson. They have owned and operated their own minor league teams, operated teams for others, assisted in the sale and purchase of teams, and advised and consulted with communities, Olympic Committees, Major League Baseball and others throughout the world.
During the past year and a half, Sugar Land:
- identified a specific site;
- performed a market assessment;
- determined specific goals for a suitable venue; and
- through a thorough public process involving formal Requests for Solicitations of Interest, identified the best private sector partner to assist the City.
Sugar Land's pursuit of a public-private partnership for the development and operation of a ballpark is intended to result in a first-class facility ready for the 2012 baseball season. The facility is anticipated to be a flexible multi-use design that will provide the potential to support college and high school baseball tournaments, concerts and other dynamic uses.

The City of Sugar Land is now accepting sealed Statement of Qualifications (SOQ) for Phase One Selection for a Design-Build Contractor to design and construct a new Professional Minor League Baseball Stadium in the City of Sugar Land, Texas.
SOQ submissions must be received in the City of Sugar Land, Office of the City Secretary, 2700 Town Center Boulevard North, Suite 122, Sugar Land, Texas, 77479, on or before 11:00 o'clock a.m., local standard time, Thursday, September 02, 2010, at which time the sealed submittals will be publicly opened and the respondents’ names read aloud. City of Sugar Land Releases Pre-Solicitation Notice for the Baseball Stadium
Released on Thursday, June 10, 2010
The City of Sugar Land and its development partner, Opening Day Partners (ODP) are planning for the construction of a minor league baseball stadium in Sugar Land, TX.
The facility, to be built on a yet to be determined site, MAY include the following:
- Seating for 7,500 people, expandable to 10,000
- Luxury suites
- Site infrastructure including utilities, parking, lighting and access roads
- Other amenities such as picnic pavilion, climbing wall, etc.
- A not to exceed budget of $30M
- A completion date of March 2012
It is the intent of the City and its partner, ODP, to construct the facility using the 2-part design/build delivery method, in compliance with State of Texas statutes. The City and ODP anticipate initiating the Request for Qualifications process beginning in June 2010. A pre-submittal meeting date, time and location will be included in the RFQ.
Those firms wishing to participate in the RFQ process either as a prime or subcontractor are prohibited from contacting any City of Sugar Land employee or elected official or representative of ODP beginning on the date of the formal RFQ process.
More specific information regarding the project and process will be included in the solicitation for RFQs.

Background on Entertainment Venues
The vision for entertainment facilities was established by a City Council appointed citizen task force in 2007. This vision was bolstered in November 2008 when voters overwhelmingly approved four ballot propositions to provide additional funding mechanisms for entertainment venues through specific venue taxes and the Sugar Land Development Corporation. The SL4B Corporation has always had the ability to fund such projects and was therefore not included on the ballot.
Though location was not included in any propositions, out of an abundance of caution, the additional funding mechanisms are not being used outside of the originally proposed 1,000-acre entertainment district. Instead, the baseball stadium will be funded entirely through the SL4B, which was not impacted by the vote. The other funding tools will remain available for future venues such as an indoor concert hall and a festival site.
From the time it was first an idea through today, the minor league baseball stadium project has been extremely complex due to the many moving parts. Throughout the process, however, the City has strived to ensure the process was transparent and that the public was given multiple opportunities to provide input through a variety of methods. Accordingly, public meetings were held - the videos of many of which were broadcast on SLtv16 and placed online; news releases and newsletter articles were distributed, placed online and widely published and broadcast by regional media; and a special page on the City's website was created to provide ballpark updates to the public.
Selection of Baseball Partner
As part of the City Council's vision of creating destinations within the City to strengthen Sugar Land's overall economic sustainability, Requests for Statements of Interest (RSI) to develop a minor league baseball stadium were released in late 2009. Four responses from potential partners were received in December 2009. After an extensive review process by the City Council Economic Development Committee, the full City Council entered into exclusive negotiations with Opening Day Partners on February 16, 2010, with the approval of a Memorandum of Understanding (MOU).

Subsequent to further negotiations, a Letter of Intent (LOI) was approved by the City Council on May 18, 2010 to outline the expectations for the final agreements.

Selection of Stadium Site
The City had been actively pursuing the "Destination City" vision for many years, and one of the first steps in this effort was entering into a $3.5-million, 100-year Ground Lease for 52 acres with the University of Houston System at Sugar Land (UHSSL) in 2005. This agreement gave the City the right to construct entertainment facilities such as a minor league ballpark and outlined how they could meet a higher education purpose.
In Spring 2010 - at the same time the Letter of Intent with ODP was approved and after the City had submitted the final Facility Development Agreement to UHSSL – new university leadership began to question the previously agreed upon uses provided in the lease agreement between UHSSL and COSL. Therefore – as a result of these questions and in order to provide the City with the greatest economic benefit – the City initiated proposals for other ballpark sites, and a Request for Statements of Interest (RSI) was issued on May 15, 2010, with a proposal deadline of June 15.

In a public workshop on June 22, the City Council reviewed the four proposed. In this workshop, the City Council indicated that the Imperial Sugar / Tract 3 location was the preferred location contingent upon extensive due diligence to ensure it would meet the original commitment of no negative quality of life impact in regards to traffic, noise, lighting or public safety.

As part of the public process of making the final site determination, the City included detailed background information in the August / September issue of Sugar Land today and held a workshop on the preliminary due diligence analysis. Additionally, a speakers bureau was made available to the community, and City leaders presented to multiple groups and organizations prior to the final site selection - including the Brookside/Belknap and Estates of Oyster Creek HOAs.

The final due diligence results were presented to the public and City Council on September 7, 2010, and showed that the stadium would not result in any degradation of quality life – including noise, traffic, lighting and public safety. Accordingly, the City Council adopted Resolution No. 10-46 in a public meeting on September 21, 2010, selecting the Imperial Sugar / Tract 3 site as the final location for the baseball stadium. The due diligence results and final site selection were also shared with the public during the City’s Open House on September 22, 2010.

Finally, with the due diligence analysis completed and the final site selected, the formal agreements with both Opening Day Partners and Johnson Development Corporation / the Imperial Redevelopment District were approved by the City Council on October 5, 2010.
