Assistant Chief Brinkley began his career with the Sugar Land Police Department in January of 2005 after spending 15 years in law enforcement in Michigan.  Brinkley started his career as a patrol officer for the Detroit Police Department in June of 1989.  From 1991 to January of 2005, Brinkley worked for the Grand Rapids Police Department in Michigan.  While working for Grand Rapids, Brinkley worked as a patrol officer, vice/narcotics detective, patrol sergeant, sergeant in charge of special events (dignitary visits, parades, grand prix race, fireworks, cultural festivals, and convention center events), patrol lieutenant and watch commander. 

On January 31, 2005, Brinkley joined the Sugar Land Police Department and is currently in command of the Support Services Bureau, which consists of Training, Crime Analysis, the Budget, Accreditation, Records, Detention (Jail), Dispatch, and Property & Evidence.     

Assistant Chief Brinkley holds a Bachelor’s degree in Business Management from the University of Phoenix and a Master’s degree in Criminal Justice from Boston University.  Chief Brinkley is a graduate of the Senior Management Institute for Police and the FBI National Academy. 

Assistant Chief Brinkley is a member of the International Association of Chiefs of Police, the National Organization of Black Law Enforcement Executives, and the Texas Police Chief’s Association.



Assistant Chief Brinkley is responsible for the Staff Services Bureau, Support Services Bureau, and Internal Affairs.
