Parks, Art, Recreation, Culture, and Streetscapes (PARCS) Board
The new PARCS Board was established in June 2014, with City Council adoption of Ordinance No. 1963. The new board will be effective following the application process and Council appointments later this fall.
Duties and Responsibilities

The City Council vision for the Parks, Art, Recreation, Culture, and Streetscapes (PARCS) Board is to create a board to provide input, feedback and advice on projects and programs to enrich the visual and aesthetic environment of the City and to advise on other matters relating to long term goals and objectives for parks, recreation and cultural activities, streetscape and urban forestry programs, to ensure an environment where all citizens could share and enjoy the full diversity and vitality by:

  • Building cultural arts programs and related parks and facilities that are recognized for distinctive appearance of art in public places, outstanding functionality and collaborative leadership in the cultural arts sector;
  • Understanding users as our customers and their needs to enhance the overall quality of life for our customers by providing leisure, and cultural services while preserving, conserving and promoting our natural and resources. and a system that ensures that all citizens and visitors have an opportunity to experience the finest in parks, recreation, art and culture; and
  • Engaging public art as a major attraction for our citizens, artists, cultural tourism, and economic development;

Board Member Qualifications
Members should be persons who possess skills and qualifications useful to parks, art, recreation, culture, and streetscapes in the city; represent various community sectors; and have professional expertise or one or more of the following backgrounds:

  • Parks, Arts or Recreation User/Advocate;
  • Landscape Architect, Architect, Interior Designer, or Urban Planner;
  • Fine Arts Professional or Educator;
  • Arts or Architecture Historian, Administrator, or Curator;
  • Business or Education Leader/Philanthropist
