Another Project WITHOUT the Use of Property Tax Dollars
The creation and importance of entertainment venues has long been a key component of the City of Sugar Land’s long-term fiscal sustainability, destination marketing, and land use planning strategies. In 2007, the City of Sugar Land’s citizen-led Visioning Task Force identified five preferred entertainment and destination venues to fulfill the vision of Sugar Land as a destination location for residential, employment, retail, medical, and, most importantly, arts and entertainment services. These five destinations venues included a minor league baseball stadium, an indoor live entertainment venue, a festival site, a second hotel and conference center, and a community arts venue. Further support for developing Sugar Land’s entertainment destination vision was solidified when voters approved funding mechanisms for several of the Visioning Task Force’s recommended entertainment venues in 2008. To date, the City and its private sector partners have completed construction of the minor league baseball stadium – Constellation Field, which opened in 2012 and is located in the Imperial Redevelopment District; the indoor live entertainment venue – the Smart Financial Centre at Sugar Land, which opened in January 2017; and the Crown Festival Park at Sugar Land, which was substantially completed in Fall 2016. The fifth venue – a community cultural arts venue - is anticipated to be located within the same 22-acre project site as the hotel and convention (conference) center. Though the timing of the cultural arts venue is unknown, the goal is for it to be focused on the visual arts and the opportunity to provide a space for local artists to display their work, classroom space and/or incubator workspace to support the local arts community.
Request for Statements of Interest
The City of Sugar Land is soliciting Statements of Interest from interested project teams for the development of a new hotel and convention (conference) center on City-owned land adjacent to the Smart Financial Centre at Sugar Land that will serve as a premier, major destination attraction and enhance the City’s current reputation as an economic powerhouse.
Respondents are prohibited from communicating directly with council members, City officials and their staff, and other City employees regarding the RSI or submittals from the time the RSI has been released until the preferred developer has been selected. These restrictions extend to letters, phone calls, emails or any contact that results in the direct or indirect discussion of the RSI, response submitted, or response to be submitted. Violation of this provision by the respondent or respondent’s agent will lead to disqualification from consideration.
