Emergency Management Coordinator

Sugar Land's emergency management coordinator, brings 25 years of comprehensive experience  in coordination of public safety and emergency medical operations and training of emergency responders.

Hughes served four years in the U.S. Navy (1971-1975, Viet Nam Veteran) and then 25 years with the North Richland Hills Fire Department (1976-2001), 16 years as a Division/Assistant Fire Chief.  Two Texas Governors appointed him as a Fire Commissioner on the Texas Commission on Fire Protection (1990-1997).

In addition, Hughes is a founding member of the International Fire Service Accreditation Congress and as the Texas Representative, was elected to serve two terms on the IFSAC Board of Governors. (1992 – 1997)

Before coming to Sugar Land, Hughes served with the Houston Community College Fire Training Academy as a full time Faculty Member, where he coordinated and taught recruit and in-service training for the Houston Fire Dept as well as various fire-training programs for the private and public sectors.

Hughes earned an AAS degree in Fire Protection Technology from Tarrant County Junior College and completed the EFO program at the National Fire Academy (1988-1992).  He also completed the Texas Emergency Management Professional Development Series Program including the PDS Capstone Course and Advanced PIO Course at the Emergency Management Institute.  He obtained his Basic Peace Officer certification training at Tarrant County Junior College (1992) and was certified as a Peace Officer and Master Arson Investigator (1992-2001)

He and his wife of 26 years, Valerie have two children - Kevin and Katie.
