1996

  • Ordinance No. 1002: Moratorium on accepting applications for building permits for construction or alterations of any building other than Single Family residential use
    (October 15) Ordinance No. 1027: Continuation of Moratorium

1997

  • (February 18) Ordinance No. 1040: Continuation of Moratorium; (August 5) Ordinance No. 1051: Continuation of Moratorium
  • (September 23) Ordinance No. 1063: Adoption of New Development Code and creation of MUC (which extends south along Brooks Street into the residential area)

    1999
  • (Summer) City Council directed Planning staff to review the MUC boundaries and to suggest potential changes to those boundaries. At the August 10, 1999 P&Z meeting, the Planning staff recommended that the area adjacent to HWY 90A and the area along Matlage Way be zoned for B-O. No action was taken on this recommendation.
  • (September 28) Ordinance No. 1201: 1. Land Use Matrix amended; 2. All new construction requiring a building permit became subject to the Conditional Use Permit (CUP) process

2001

  • 318 Brooks Street- CUP new primary structure; original structure- demolished (wood/siding) approved with brick siding; floor plan- residential layout 1905 sq. ft.; overall appearance- residential style single story building; public comment / correspondence- support / no opposition; key discussion Point- P&Z & Council (no issues / 1st case of CUP for building)

2002

  • Former Imperial office site south of HWY 90A, former theater site on the southeast corner of HWY 90A and Ulrich, and the Credit Union site south of Matlage Way were removed from the district and placed under office zoning

2004

  • 302 Brooks Street- CUP new detached accessory structure; original structure- demolished (wood/siding); elevation drawings- approved w/ wood panel siding; floor plan- residential garage 440 sq. ft.; overall appearance- single story building; public comment / support / no opposition; key discussion point- P&Z & Council (no issues / 1st case of CUP for residential garage)
  • Land Use Plan adopted indicating no plan to amend MUC district

2004/2005

  • 410 Brooks - Planning and Zoning Commission denies, and City Council upholds denial, of CUP; new primary & accessory structures; original structure-to be demolished (brick/siding & wood/siding); elevation drawings- hardi-plank style siding; floor plan- residential layout (residential and office use) 3343 primary & 1234 sq. ft. accessory; overall appearance- residential style 2.5-story building; public comment/ opposition expressed; key discussion point- issues at P&Z and Council character of proposed structure and magnitude of structures out of scale with existing development pattern

2005

  • 410 Brooks Street- CUP new primary & accessory structures; original structure-to be demolished (brick/siding & wood/siding); elevation drawings- approved. w/ hardi-plank style horizontal siding; floorplan- residential layout (office use) 1,800 prim. & 730 sq. ft. acc.; overall appearance- residential style single-story building; public comment/ support and opposition expressed / request revised from previously denied case; key discussion point- issues at P&Z and Council as to character of proposed structure and the MUC District
  • City Council directs review of the MUC district with a future separate consideration of historic preservation issues

2006

  • January 24 – Council agrees to a framework to a) separate historic preservation options from this project b) investigate options to replace the CUP process with development standards c) focus on the physical pattern of the area and d) actively involve the Planning and Zoning Commission and the public
  • March 14 – Planning and Zoning Commission workshop discussion – Commission directs public input meeting on April 10 and April 13 at the Community Center and determines that the MUC property owners should receive direct notification and to advertise via press release and website to reach other interested parties
  • April 10th and 13th –Two public input meetings were held regarding possible changes to the district
