Definitions of Terms

Extraterritorial Jurisdiction

The extraterritorial jurisdiction of a municipality is the unincorporated area that is contiguous to the corporate boundaries of the municipality.

Homeowner’s Association

An organization of homeowners residing within a particular development whose major purpose is to maintain and provide community facilities and services for the common enjoyment of the residents.

Ground Water Reduction Plan

The groundwater reduction plans are documents mandated by the Subsidence Districts, governmental entities created to combat the problems of subsidence. Each water provider over a certain size must file one of these plans that indicate how they will reduce their groundwater withdrawals. For our County, the goals are reductions of 30% in 2013, and 60% in 2025. Surface water is the substitute for the eliminated groundwater.

Municipal Utility District

A Municipal Utility District (MUD) is a political subdivision of the State of Texas authorized by the Texas Commission of Environmental Quality (TCEQ) to provide water, sewage, drainage and other services within the MUD boundaries.

Strategic Partnership Agreement

A Strategic Partnership Agreement is a written mutual agreement between the City and a district illustrating City services and an annexation plan of the district.
