Annexation FAQ

What is Annexation?

Annexation is the process by which the City of Sugar Land incorporates Municipal Utility Districts located in the City’s extraterritorial jurisdiction (ETJ) into the city limits of the city and begins providing full municipal services to those residents.

What exactly are the boundaries of MUD 113?

A map of the area known as MUD 113 can be found by clicking HERE. MUD 113 includes the subdivisions of Avalon and Brazos Landing.

What will happen to MUD 113 after Annexation?

The Municipal Utility District will be dissolved. All of the MUD’s assets and liabilities will be assumed by the City of Sugar Land. The MUD tax rate will be replaced by the City tax rate and your monthly water bill from the MUD will be replaced with one from the City of Sugar Land.

Why is MUD 113 being annexed into the City of Sugar Land now?

After City Council adopted an annexation policy in July 2004 subsequent discussions with MUD 113 led to the realization that MUD 113 met the criteria for annexation into the City. As required by State Law, a Strategic Partnership Agreement (SPA) between the City of Sugar Land MUD 113 has been developed and adopted by both entities. When will annexation of MUD 113 into the City of Sugar Land occur?

The City will annex and dissolve MUD 113 on or before December 31, 2005. The City of Sugar Land will hold two public hearings on the annexation in late September and early October. Notification of the exact dates, times and location of these public hearings will be sent to residents of MUD 113.

How will the annexation really affect me?

It is important to note that after annexation, when residents of the MUD 113 have been fully incorporated into the City limits, they will have access to all city services currently available.
