Commercial Solid Waste License Requirement

On December 2, 2003, Sugar Land's City Council reviewed and voted on the second and final reading of Ordinance No. 1425, amending Chapter 12 of the Code of Ordinances. This ordinance established a $100 application fee for a two-year commercial solid waste operator license, plus a four percent license fee.

The ordinance required all commercial solid waste operators to obtain a new license prior to March 1, 2004, in order to collect, haul, or transport solid waste or industrial waste from commercial properties within the City of Sugar Land. It is unlawful for any commercial solid waste operator to operate within the City of Sugar Land without such a license, effective March 1, 2004.

Information for Area Businesses and Residents

Before obtaining commercial waste management services, please ensure that the company has applied for a license with the City of Sugar Land and is in compliance with all City regulations. All commercial solid waste haulers operating within the corporate City limits are required to abide by the regulations set forth in Ordinance No. 1425:

  • Operators are required to obtain a license from the city before collecting, hauling or transporting solid waste or industrial waste from commercial properties.
  • Operators must maintain liability insurance in the amounts required by state law.
  • Operators must pay the required license fee (equal to 4% of gross revenues).
  • Licensee shall identify each vehicle the licensee operates within the City by placing clearly legible letters identifying the name of the business or person responsible for the operation of the motor vehicle.
  • All garbage must be transported in leak proof containers or in leak proof vehicle bodies or compartments and be so fitted and constructed so that the garbage shall be kept covered at all times except when being loaded and emptied.
  • Licensee shall not operate or use a motor vehicle to unload or empty a solid waste container by means of a mechanical lifting apparatus or device attached to the motor vehicle, between the hours of 10:00 p.m. and 7:00 a.m. of the following day, if the container is located within 400 feet of a residential building.
