Community Development Block Grant (CDBG) Program

The objective of the Community Development Block Grant (CDBG) program is to develop viable urban communities by providing decent housing, a suitable living environment, and expanding economic opportunities principally for low and moderate income persons. The City of Sugar Land began receiving CDBG funds from the U.S. Department of Housing and Urban Development in 2001 and has received these program allocations each subsequent year. The projects funded through the CDBG program benefit low and moderate income residents and focus on infrastructure, public services, and housing projects throughout the community.
Within the CDBG program, a Program Year (PY) extends from October 1 to September 30 each year, and in order to prepare for an upcoming program year, the City of Sugar Land annually drafts and submits an Annual Action Plan to the U.S. Department of Housing and Urban Development which details the distribution of the City’s CDBG funding allocation and references the programs the City will implement during the program year. In addition, the City also develops and submits a Consolidated Plan every five years which details a collaborative process of strategic planning and community involvement for the development and implementation of the City’s CDBG program during upcoming program years. Upon conclusion of each program year, a Consolidated Annual Performance and Evaluation Report (CAPER) is prepared in order to evaluate the progress in carrying out priorities and objectives identified in the City's Consolidated Plan and to report the progress to the U.S. Department of Housing and Urban Development and the residents of Sugar Land. American Recovery and Reinvestment Act of 2009
The American Recovery and Reinvestment Act of 2009 (Recovery Act) was signed into law by President Obama on February 17, 2009 in order to address the current economic crisis. As an element of the Recovery Act, $13.61 billion was allocated for projects and programs administered by the U.S. Department of Housing and Urban Development. Through this funding allocation, the City of Sugar Land CDBG program is eligible to receive $91,552 in economic recovery funds.
In order to apply for these funds, the City of Sugar Land prepared and submitted a PY 2008 Action Plan Amendment detailing the proposed use of the recovery funds.
Since receiving authorization to proceed with the CDBG - Recovery (CDBG-R) program, the City of Sugar Land has expended the entire allowable grant amount of $91,552. Through this program, the Fort Bend CORPS has performed spot rehabilitation and energy efficiency work on 23 low and moderate income (LMI) homes within the City of Sugar Land. Of the expended funds, $85,052 was utilized for housing rehabilitation and energy efficiency projects, while $6,500 was expended on grant administration services.
