Sugar Land operates under the Council-Manager form of government. Under this system, Council appoints the city manager, who acts as the chief executive officer of the government. The city manager carries out policy and administers city programs. All department heads -- including the city attorney, police chief and fire chief are ultimately responsible to the city manager.
Allen Bogard has been Sugar Land's city manager since 2001. He brings over 30 years of municipal experience to the position, including over 11 years with Sugar Land. His leadership has brought about the availability of federal and state funding for public safety, parks, mobility and economic development projects, and he played a leadership role as the city management representative in the creation of the award winning Sugar Land Town Square.
As a result of Bogard's leadership and accomplishments he recently received the 2005 Administrator of the Year Award. The award was given by the Texas City Management Association in recognition of Bogard's significant contributions to local government. Manager/administrators are operational heads of approximately 600 cities in Texas.
