Karen Glynn, P.E.
Karen H. Glynn was named Assistant City Manager in December 2005 with responsibility for Parks and Recreation, Public Works and the Utilities Departments. Karen has worked for the City of Sugar Land since 1995 and has served in several key roles prior to this assignment.
For the prior three years, Karen served as Director of Strategic Planning, with responsibility for the City’s strategic planning initiatives, including monitoring key policy and management projects. During that period, Karen was the City’s project director for construction of the new City Hall in Sugar Land Town Square. She was instrumental in bringing the project in on time and under budget. She also played the lead role in development of the citizen program known as Sugar Land 101.
From 1998 to 2002, Karen was Director of Community Development, where she managed the various aspects of development including Engineering, Planning and Development Services. She also managed and implemented the City’s Capital Improvements Program for public infrastructure improvements in water, wastewater, paving, drainage, traffic, parks, facilities and airport.
Karen joined the City as City Engineer heading the Engineering Department in master planning, development review, capital improvements and traffic operations in response to growth and operational demands.
Karen earned a Bachelor of Science degree in civil engineering from the University of Texas at Austin. Prior to her employment with the City of Sugar Land, she worked for Turner Collie and Braden, Inc. Consulting Engineers, The Texas Department of Transportation, and the City of Austin.
Karen is a Texas Registered Professional Engineer. She is a Sugar Land resident, is married and has 3 children.
