|
This is the Preliminary Plat of Waterscape at Riverstone Section 1, which is located in the City of Sugar Land extraterritorial jurisdiction (ETJ). The Commission previously approved a Preliminary Plat titled “Waterscape at Riverstone” in 2009. However, the applicant chose not to move forward with that plat and has now proposed a new plat with the same title “Waterscape at Riverstone” in a different location. The new plat consists of 18.3 acres, 24 residential lots, and 4 reserves. It is located in the southern portion of Riverstone, in LID 15. The property is currently split between MUD 127 and MUD 128. The portion that is currently in MUD 127 will be annexed into MUD 128 so that all of the subdivision will be located in MUD 128. This transfer of property between the two MUDs will occur prior to recordation of the plat. The Riverstone General Plan Amendment No. 1, approved by City Council on September 2, 2008, designates this area as single family residential. This proposed plat is for zero-lot line residential. The Planning Department has reviewed this change and we believe that the plat is in general compliance with the approved General Plan. A revised General Plan has been submitted to the City which reflects the change in the land use, from single family residential to zero-lot line residential, and is currently being processed. The revised General Plan shows those two land uses to be one in the same. Commission review for the revised General Plan is anticipated for the December 8, 2009 meeting. The Subdivision Regulations (Ch. 5, Dev. Code) apply in the ETJ, and the plat is in compliance in terms of lot sizes, widths, depths building lines and other provisions that are found in the Subdivision Regulations.
