Recommended Action

Authorize execution of the solid waste residential services contract with Waste Corporation of Texas, LP. in the amount of $166,027 for Riverpark.

Executive Summary

On December 1, 2008, the residential solid waste services contract between Fort Bend County Municipal Utility District No. 1 (Riverpark) and Waste Corporation of Texas, LP. (WCA)  automatically renewed for a three-year term, terminating on November 30, 2011. Due to the terms of the contract, the City will become financially liable for this contract when annexation of Riverpark occurs on December 1, 2009.

 

The current contract between Riverpark and WCA provided for service levels that were below city standards and more restrictive (heavy trash and recycling) than those the City currently provides to our homeowners.  Additionally, the contract did not provide for holiday pickup. To address these service level inconsistencies, an agreement with WCA has been reached to provide residential solid waste and recycling services to the homeowners in Riverpark commencing on December 1, 2009 and extending until February 28, 2013. This agreement includes the termination of the current solid waste contract between Riverpark and WCA and the execution of a new contract between the City and WCA. The new contract did not have to go through the bid process because it meets the state health and human safety purchasing exemption. The new contract between the City and WCA mirrors the services provided in the residential solid waste service contract in place for all City residents with Republic Services/Allied Waste. This contract also terminates on February 28, 2013.

 

The Community and Environmental Services Department recommends that the City Council authorize execution of the solid waste residential services contract with WCA Waste Corporation of Texas, LP in the amount of $166,027.
