Recommended Action

The Police Department requests that City Council approve Resolution 09-47, accept the Impaired Driving Mobilization (IDM) Grant, and designate City Manger Allen Bogard as the authorized official to sign the agreement. The department also requests that Council authorize a budget adjustment in the amount of $7,996 in revenues and expenditures upon receipt of the signed grant agreement from the Texas Department of Transportation.

Executive Summary

On October 8, 2009, the Police Department received notice that we were eligible for up to $8,000 in matching funds for an Impaired Driving Mobilization Grant (IDM).  This grant is a cooperative effort between the Texas Department of Transportation, the Texas Department of Public Safety, and law enforcement agencies throughout the State.  Grant funds are to be used to conduct DWI enforcement waves during holiday periods to target DWI arrests as part of a statewide campaign, and in conjunction with the National Impaired Driving Mobilization Campaign.  The grant reimburses enforcement costs such as salary, fringe benefits, travel, and enforcement mileage.

 

In prior years, this grant required no match; however, due to a reduction in appropriated funds, this year’s grant requires at least a 25% match.  Matching funds will come from the overtime budget and the fuel budget of the Special Operations Division, which includes the Traffic Unit.  The grant submission included an actual match of 33% based on the mileage allowance calculated by the State.  Grant submissions receive more points when the match exceeds the minimum requirement.

 

The department budget submitted with the grant allocated the grant dollars to pay for the majority of overtime expenses, and used all of the enforcement mileage as a match.  The State calculates an average mileage rate based on actual mileage, maintenance, and fuel costs for a group of patrol vehicles.  Each enforcement period, the department will report the actual mileage and apply the grant rate of $0.54 per mile to calculate the amount credited as match.

 

The grant covers four enforcement periods:  Christmas/New Years from December 18, 2009 through January 3, 2010; Spring Break from March 12, 2010 through March 21, 2010; Independence Day from June 25, 2010 through July 5, 2010; and Labor Day, August 20, 2010 through September 6, 2010.  Agencies are required to work at least four nights per period, for a minimum of 16 nights.

RESOLUTION NO. 09-47

 

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SUGAR LAND, TEXAS, APPROVING THE TEXAS TRAFFIC SAFETY PROGRAM IMPAIRED DRIVING MOBILIZATION GRANT AGREEMENT BETWEEN THE STATE OF TEXAS AND THE CITY OF SUGAR LAND.

 

WHEREAS, the City Council of the City of Sugar Land finds it in the best interest of the citizens of the City of Sugar Land to authorize the Texas Traffic Safety Program Impaired Driving Mobilization Grant Agreement (Agreement) between the State of Texas and the City of Sugar Land; and

 

WHEREAS, the Agreement provides for a FY2009 STEP – Impaired Driving Mobilization Program to be conducted during the City’s fiscal year from October 1, 2009 through September 30, 2010; and

 

WHEREAS, the City Council desires to designate Allen Bogard, City Manager, as the authorized official to sign the Agreement; NOW, THEREFORE,

 

BE IT RESOLVED BY THE CITY COUNCIL

OF THE CITY OF SUGAR LAND, TEXAS:

 

            Section 1.  That it approves the Texas Safety Program Driving Impaired Mobilization Grant Agreement, attached to and incorporated into this resolution by reference, between the State of Texas and the City of Sugar Land.

 

            Section 2. That it authorizes Allen Bogard, City Manager, as the authorized official to sign the Agreement and any associated documents.
