Recommended Action

Receive and discuss the release of the Digital Flood Insurance Rate Maps.

Executive Summary

The Federal Emergency Management Agency (FEMA) started a nationwide Flood Map Modernization Program in 2004.  The main objective of this program was to provide better quality and updated flood maps that would identify the flooding risks within a community.  Also, these maps would be produced in digital (GIS) format that would facilitate ease of distribution and overlay on other layers of data.  The current (effective) FEMA Flood Insurance Rate Maps in Fort Bend County were last updated in 1997 and the data used in making these maps was approximately 30 years old.  

 

The Fort Bend County map update initiative began in 2005.  The City of Sugar Land, under a Cooperative Technical Partnership (CTP) agreement with FEMA, contributed the local government share of the funding to perform a detailed study of Oyster Creek, one of the main flooding sources within the City.  Also, Fort Bend County, under a CTP agreement with FEMA, contributed funds to primarily obtain the LIDAR (topographic) data to facilitate a detailed study of the Brazos River.

 

The release of the Digital Flood Insurance Rate Maps (DFIRM) was delayed by over two years due to various factors.  However, FEMA has finally released these maps to various communities (including City of Sugar Land) within Fort Bend County in preliminary format on October 30, 2009.  This workshop on the DFIRM release will focus on the following issues:

 

  • The public notification process
  • Receipt and resolution of public comments
  • The process for the adoption of new maps
  • Status of on-going levee improvement projects
