Recommended Action

Authorize change order in the amount of $44,000 to SWWC (Southwest Water Company) for utility operations for the soon to be annexed area of Fort Bend County Municipal Utility District #1.

Executive Summary

In FY06, the City Council authorized a five-year contract with SWWC (Southwest Water Company) to provide certain utilities such as meter reading and billing related services citywide.  The contract includes the ability to add additional connections as growth of the City occurs at a cost of $2.90 per meter per month. The City will annex Fort Bend County MUD #1 (River Park) effective December 1, 2009.    The scope of work that SWWC will be providing in Fort Bend County MUD #1 includes fire hydrant maintenance and inspection, meter reading, meter change outs, large meter testing, billing work orders, and delinquent bill notification and termination.

Since Fort Bend County MUD #1 has the 1,237 metered connections, the monthly cost for base services provided by SWWC will increase by $3,587.30. The cost for the base services for the remaining 10 months of this fiscal year is $35,873.  We also included $8,127 for additional billable repairs if needed.  Funding for the change order was anticipated and budgeted in FY10.

The Utilities Department requests the City Council authorize a change order in the amount of $44,000.00 for utility related services to the Fort Bend County MUD # 1 service area beginning upon annexation December 1, 2009.
