Recommended Action

Authorize expenditures not to exceed $224,500 for Concrete Street Repair Services and localized drainage related infrastructure repairs via the Fort Bend County Inter-Local Agreement at the unit prices bid by S&C Construction. 

Executive Summary

The Public Works Department recommends the City utilize the inter-local agreement with Fort Bend County to perform concrete pavement repair services. Annually, Fort Bend County solicits bids for various services and materials for use in the maintenance of their infrastructure. Through the City’s inter-local agreement, the Public Works Department has procured materials and services via the County’s various unit price contracts for several years. 

 

The contractor selected by Fort Bend County to provide concrete street and drainage repairs, S & C Construction, is in the third year of a three-year contract.  It is our understanding that the County will go out for new bids next fiscal year.  Independent of the Fort Bend County contract, S & C Construction has been providing street rehabilitation services to the City of Sugar Land for over 15 years with the focus of their work being primarily small to mid-size point street repairs, storm sewer inlets and sidewalk repairs.  During the time the company has worked for the City, they have consistently provided an above average level of service and finished product that met or exceeded specifications.      

 

The scope of this project is to provide point concrete street and related drainage infrastructure repair services.  The contract gives the City the ability to assign repairs on an as needed basis, respond to emergency street repairs and correct defects to storm sewer systems related to street failures.  A point repair is defined as anything less than the removal and replacement of a complete slab (typically 12’ x 60’ in size) and would be addressed through the City’s annual Concrete Street Rehabilitation CIP.

 

There is currently $148,500.00 unencumbered and available in account # 010-1410-514-41-80.  This funding is used annually for pavement repairs not addressed with the larger, annual pavement rehabilitation CIP Project. Staff is recommending that an additional $76,000.00 from program DR0704 (Localized Drainage Improvements) be included in this project.  This funding will be used to repair storm sewer inlets along roadways throughout the community.    

 

The Public Works Department recommends the City Council authorize a contract not to exceed $224,500 for concrete street repair services and localized drainage related infrastructure repairs via the Fort Bend County Inter-Local Agreement at the unit prices bid by S&C Construction.
