Executive Summary

The Public Works Department recommends the City utilize Fort Bend County’s bid process and our Inter-Local Agreement to perform concrete pavement raising services. Fort Bend County solicits bids annually for various services and materials for use in the maintenance of their infrastructure. Through the City’s inter-local agreement, the Public Works Department has taken advantage of, and procured materials and services, via the County’s various unit price contracts for the past several years.

We have reviewed the Fort Bend County bid and found Uretek’s prices to be competitive and a good value for the City. We have utilized Uretek in the past for the foam lifting and street repairs. They have proven to be a competent contractor and have exceeded specifications.

The scope of this agreement is to provide concrete street raising services for streets that are structurally sound but have experienced settlement.  The settlement causes the creation of “bird baths” or standing water in the gutter line of affected streets. This procedure has been successful in raising the concrete to eliminate these problems. The Pavement Management and Maintenance Program has provided us with a prioritized list of pavement failures that are excellent candidates for concrete street raising as the pavement slabs have settled and are repairable via the pavement raising methodology.  Over the last several years, concrete street raising has become an excellent tool for the Public Works Department.  It has enabled us to prolong the useable life of our pavement infrastructure and to make repairs in a manner that is far less invasive and disruptive to neighborhoods than removal and replacement type construction. Eligible concrete slabs, using the concrete street raising technique, take hours to repair instead of days with traditional removal and replacement.

There is currently $100,000.00 in funding available in Account # 060-6100-760-72-20 CIP ST1001 (Pavement Rehabilitation) to fund the project.

The Public Works Department recommends the City Council authorize an expenditure in the amount of $100,000 for Concrete Street Raising Services via the Fort Bend County Inter-Local Agreement at the unit prices bid by Uretek USA.
