Executive Summary

The City’s weather stations (flow monitors) mainly serve as an “alert system” during flooding conditions by relaying rainfall depths and water levels in streams at various locations within the City.  The data collected by these stations are also used in the hydrologic and hydraulic analysis of watersheds and in the design of drainage infrastructure projects.

Since Tropical Storm Allison in 2001, the City has proactively installed and expanded the City’s weather station/flow monitor network throughout the City.  There are currently sixteen stations located across drainage channels at strategic locations in various watersheds within the City as shown in Exhibit A of the attached proposal.  The City had previously contracted with SouthWest Water Company (SWWC) for the regular oversight and maintenance of these stations.  SWWC also provides these types of services to a number of Levee Improvement Districts located within Fort Bend County.  The scope of this contract is to extend these services for one more year through September 30, 2010.

The general scope of services under this contract is to have SWWC inspect each site on a monthly basis, monitor the system daily, and coordinate work with subcontractors as necessary.  The monthly fee for these services for the sixteen stations is $720.48.  Weather station preventive maintenance, including spare parts and repairs are not included in this base contract and will need to be performed under a separate contract with the vendor.

There is currently $25,000.00   budgeted in 010-1650-516-31-01 for performing these services for FY10.  The current contract amount is not to exceed $8,645.76.  The Engineering Department recommends approval of this contract addendum with SouthWest Water Company.
