Executive Summary |

|
To meet the Fort Bend
Subsidence District (FBSD) regulations, the City of Sugar Land’s approved Groundwater
Reduction Plan (GRP) outlines the City’s planned strategies for meeting the
FBSD’s timeline for our mandated conversion to non-groundwater sources. As
indicated in the GRP, the City will construct a surface water treatment plant
(SWTP) adjacent to Oyster Creek and Gannoway Lake to implement the phased
conversion. The SWTP will be constructed for an initial production capacity
of 9.0 million gallons per day (MGD), with capability for future expansion to
22.0 MGD. The preliminary engineering design and the
pilot plant treatability study for the Phase I SWTP were recently completed
by the CDM and Malcolm Pirnie team. An update on the SWTP Preliminary
Engineering Report (PER) was provided to the City Council in the workshop conducted
on July 7, 2009. The PER completed the following major tasks: ·
Source water quality monitoring
The CDM and Malcolm Pirnie team was selected
for the PER and final design services through a Request for Qualification (RFQ) process.
We recommend continuing to utilize the CDM and Malcolm Pirnie team for the
SWTP final design. The scope of work for the final design engineering
services will include raw water storage forebay, raw water intake,
pre-oxidation, flash mix, flocculation, and plate settler pre-treatment
processes, membrane filtration, granular activated carbon, ground storage
tank, finished water pump station, chemical storage and feed facilities,
sludge processing facilities, and returned flow pump stations. The project
will also include the design of the administration building, operation and
maintenance building, electrical power substations, backup power generators, and
all appurtenances necessary to make the SWTP a complete and operable system meeting
preset treated water quality goals. The major basic service tasks in the
scope of work for Final Design are listed below:
The final design is anticipated to be completed by October 1, 2010, which will result in approximately 550 sheets of engineering design drawings. The total engineering services fee of $4, 296,000 includes basic services ($3,678,150) as listed above and additional services ($617,850) as listed below: · Constructability review with build team partner · Construction cost estimates at design milestones · USACE individual permit (if required) · Bid phase reproduction · Bid phase services · Conformed drawing sets for build team The additional service needs will be determined in conjunction with the Construction Manager at Risk (CMAR) and will be authorized item by item on an as needed basis. The design fee with all additional services is approximately 9% of the estimated construction cost, which is within the normal range for this type of engineering services. Funding is available for this contract in CIP SW0802. The Utilities Department recommends the City Council authorize the contract in an amount not to exceed $4,296,000 with CDM, Inc. |
