Executive Summary |

|
In February 2008, the City Council authorized the execution of an Advanced Funding Agreement (AFA) with TxDOT for the construction of a wireless communications network to enhance the City’s Traffic Management Center. The AFA pertains to the 2006 Congestion Mitigation Air Quality (CMAQ) grant that the City received from H-GAC. The tier three wireless communications network will provide a platform upon which the Traffic Operations Division will be able to continue to implement state of the art traffic management technologies. Our present network, which is comprised of older communications technologies such as low band width spread spectrum radios and ISDN lines, is incapable of providing the bandwidth necessary to manage our advanced Intelligent Transportation System. The new network will be owned and operated by the City and will be used for various municipal purposes. We anticipate that the majority of the operations and maintenance needs of the new network will be handled internally by IT personnel. On Thursday, September 30, 2009,
five bids were opened for the Communications Network Project. The apparent
low bidder was TransCore ITS, LLC with a total bid of $1,596,099.02
and a 180-calendar day completion time. The Public Works and the IT Departments recommend that the City Council authorize the execution of a construction contract to TransCore ITS, LLC for the Wireless Communications Network in an amount not to exceed $1,596,099.02. |
