Recommended Action

Approve contract with Keep Sugar Land Beautiful in the amount of $63,703.00 for services regarding environmental education and public awareness.

Executive Summary

The City of Sugar Land has authorized and successfully completed annual contracts with Keep Sugar Land Beautiful (KSLB) since 1999. The contract is based on a per capita rate with a specific list of required services, including the Don’t Mess With Texas Trash-Off, a Pollution Prevention Week Event, promotion of the City’s stormwater and recycling programs, public education on various environmental issues, and management of the Adopt-A-Spot program.  In addition, KSLB also provides volunteer support for City-sponsored events such as Environmental Week activities, Electronics Recycling, and Christmas Tree Recycling. 

The cost for this year, $0.76 per capita, remains the same.  However, there is a $3,106.00 increase in the contract amount due to the increase in the City’s population estimate when annexing RiverPark.  For 2008, KSLB reported a return of $3.59 per City contract dollar. 

KSLB has a separate lease agreement with the City for the rental of office space at 119 Brooks Street at a cost of $1.00 per year.  This contract automatically renews each year.  The office, including electric, water, wastewater and office furniture, conservatively equates to approximately $9,000 a year.  

The Public Works Department recommends the City Council authorize the annual agreement with KSLB in an amount not to exceed $63,703.00. Funding is available in Account No. 059-5010-550-33-01.

Keep Sugar Land Beautiful (KSLB) is dedicated to our mission to educate and engage everyone to take responsibility for the environmental health of our community.  Our focus continues to be outstanding education and outreach programs for youth and adults. KSLB strives to ensure Sugar Land remains a premier community with an excellent quality of life. 

 

KSLB returned $3.59 for every dollar invested by the City in 2008.  2,127 volunteers donated 5,138 volunteer hours in partnership with KSLB to benefit the City of Sugar Land last year. 

 

Keep Sugar Land Beautiful anticipates another successful year of programs: 

 

§  Continue to provide nationally recognized environmental workshops for Fort Bend ISD educators

§  Continue to work with schools to establish and maintain successful recycling programs

§  Sponsor the local Arbor Day Poster Contest for fifth grade students

§  Spearhead our 6th annual Recycle for Reuse event on October 10 

§  Hold Latex Paint Collection on November 14

§  RePlant Texas event on October 24 – KSLB received a grant to provide 300 five gallon native trees and mulch for Lost Creek and Oyster Creek Parks to replace trees lost to Hurricane Ike

§  4th annual Trees Across Sugar Land event scheduled for January 30: Plant 10,000 saplings 

§  17th annual Don’t Mess with Texas Trash Off, city wide cleanup, will be held on April 10 

§  Working with our fourth KSLB Youth Advisory Board

§  Continue to partner with local businesses, youth, civic and non-profit organizations

§  Continue to secure sponsors for The Planet Earth Cart and donate to local elementary schools

§  Continue to administer H-GAC solid waste grants for the City

§  Continue to recruit, screen, schedule, and manage volunteers for Adopt-A-Spot, Storm Drain Marking, Texas Stream Team, and additional events/projects for the City

 

 

Our organization continues to experience positive growth as we improve existing programs and increase new programs and partnerships.  KSLB has been recognized with Sustained Excellence Awards from Keep Texas Beautiful in competitive judging since 2000. KSLB received a 2009 Gold Leaf Award from the Texas Forest Service for Landscape Beautification for Trees Across Sugar Land.  KSLB will continue to provide excellent environmental education and outreach programs on litter abatement, solid waste minimization, recycling, conservation, runoff pollution, beautification, and sustainability. 

 

 

 

 

 

 

KSLB requests renewal of the contract for services between the City of Sugar Land and KSLB at $0.76 per capita for a total of $63,703.  KSLB Staff and Board of Directors are committed to maximizing the investment, a critical portion of our funding, that the City of Sugar Land makes in our organization.
