The Fire Department provides a high level of service to the citizens of Sugar Land. The Department has grown to six existing fire stations, and Fire Station #7 is in design. As the department grows, there is a need to review management structures to ensure that our high levels of service continue into the future. The Department is in a period of leadership transition, and is currently under the direction of Fire Chief J.J. Adame. City Management believes that this is the appropriate time to conduct a management review of the Department. The Management Study will take the strengths of the existing organization and analyze the community service levels, structural, managerial, operational, and employee developmental issues within the Fire Department to provide a “road map” for the Fire Chief to follow, in order to meet the high service demands and growth needs for our community. The City solicited qualifications from firms willing to conduct the assessment under RFQ # 2010-07. A total of six firms submitted qualifications for consideration, of which five were considered responsive to the required elements. From the five responsive firms, the project team selected the top three firms for interviews. The interviews were conducted on April 5, 2010 and Matrix Consulting was rated the highest at the conclusion of the interview process.
The project team and a representative of Matrix Consulting met with City Management on April 9, 2010 to clarify the scope of the assessment and establish expectations, and then negotiated a price of $75,000 for the assessment, which is expected to be complete within four months. Matrix proposes a comprehensive approach to the assessment that will involve input from a variety of sources including firefighters, department leadership, city leadership and other city departments. Funding for this management review is contained within the Budget & Research Department FY2010 budget. |
