Summary |

|
The First Colony
Athletic Complex was originally built by the Municipal Utility District
serving this area of First Colony and was acquired by the City through
annexation in 1997. There have been minor improvements since the park was
constructed but several amenities have deteriorated and some have become
substandard due to changes in Little League field guidelines. In 2005, the Sugar
Land Parks Recreation and Open Space Master Plan was completed and adopted by
the City Council. In 2007, a citywide Parks Assessment was performed to
identify deficiencies throughout the parks system and in 2008, a PER was
performed to identify the design elements and estimated costs for the
renovation of the First Colony Park.
All of these assessments/events have led to this project’s inclusion
in the CIP. The PER
recommended construction of the new restroom and renovation of the existing
ballfields in a multi-year, multi-phase approach in order to avoid closure of
the entire park during construction of the improvements. This contract will
include Phase I Construction. Some of the key
goals that will be achieved with this construction contract include:
¨ A new restroom/concession building to be constructed between fields 5 and 7 including utilities. ¨
Upgrade fields 1 and 2 with
outfield fence relocation, light upgrades and pole relocation, new foul
poles, one new scoreboard and relocation of an existing scoreboard. ¨
Tree and landscape removal and
replacement to accommodate fence relocation. ¨
Drainage and sidewalk
improvements within Phase I limit. ¨
Spectator seating upgrades for
accessibility.
On February 18, 2010, four bids were received for the First Colony Park Improvements Project. The apparent low bidder was Millis Development & Construction, Inc. with a total bid of $1,030,854.93. Upon approval to proceed, we anticipate construction to begin in April and run through October 2010. The Public Works and Parks & Recreation Departments recommend the City Council authorize the execution of a construction contract with Millis Development & Construction, Inc. for First Colony Park Improvements Phase I in an amount not to exceed $1,030,854.93. As discussed with the City Council in the March 23, 2010 workshop, this project has realized savings compared to the budget estimate. It is recommended that the budget for this project be reduced by $300,000 in expenditures, offset by a revenue reduction of $300,000 from Certificates of Obligation bond proceeds. |
