Recommended Action

Receive presentation and provide input on a potential Town Center transit circulator.

Executive Summary

The City has expressed an interest in a transit circulator in the Town Center area in various ways:

  • The 2003 Comprehensive Plan’s goal of Transportation and Mobility includes “Investigate a local transit concept to include internal circulation routes”;
  • The 2009 “Vision 2025” document, which reflected input from the Community Summit, includes in its Principle G of Superior Mobility an “effective intra-city public transportation system linking activity centers: trolley, electric bus, monorail, water taxi”;
  • As part of a FY08 strategic project, the City partially funded a Texas Transportation Institute (TTI) feasibility study of transit options in Sugar Land including a Town Center circulator.  Linda Cherrington with TTI reviewed the results of this study with Council in workshops in December 2008 and January 2009.  The study provided an analysis of key characteristics, including pros and cons of a Town Center circulator;
  • The City included a strategic project in its FY10 work plan to make decisions on whether, and if necessary how to implement a Town Center transit circulator.

 

While the City has adopted a mobility vision that includes a circulator system, the City has not made a decision on when to implement one.  This presentation is a component of the FY10 strategic project and will provide an overview of issues to consider when developing a transit circulator.  Much of the content of the workshop was drawn from the 2009 TTI study.  The workshop’s intent is to seek Council direction on whether the time is right for City staff to develop and return to Council with more specific implementation and funding alternatives for a Town Center transit circulator.
