Executive Summary |

|
The City of Sugar Land established, through its Comprehensive Plan, a goal for Cultural Arts which states the City will provide and/or support activities and facilities that enrich the artistic, cultural, educational and historical character of Sugar Land. Cultural Arts activities to date have been funded through the City’s HOT funds which allows that a city with a population under 125,000 be limited to a maximum of 15% of the total revenue produced by the hotel occupancy tax spent for arts programs. The need for further direction from the City Council on the role of the City in establishing a Cultural Arts Program was discussed during a workshop in June 2009. Staff received direction to arrange for elected leadership from Frisco to meet with City Council to discuss their program. Scheduling has been difficult to arrange with Frisco, so staff performed research on similarly developed communities regarding their cultural arts programs, structure and governance, and funding of facilities. In preparation for the upcoming Council Retreat, staff will review the City’s adopted vision, the results of the cultural arts program research on other Texas communities and options for a Sugar Land Cultural Arts Program which will require policy direction from Council. |
