Recommended Action

Review and discuss purchasing policies and practices including purchasing methods, local preference option, and professional services.

Executive Summary

 

The City procures goods and services in compliance with the competitive requirements in the Texas Local Government Code Chapters 252 and 27, the Texas Government Code Chapter 2254, and the City’s Purchasing Policies. 

 

The City’s Purchasing Policies apply for purchases under $50,000 and are based on “Best Practices” and require either an informal or formal quote process.  Purchases of $3,000 and over must meet Historically Underutilized Businesses in Fort Bend County (HUB) requirements as well. 

 

In procuring goods or services in excess of $50,000, the City follows state law and may use a Competitive Sealed Bid, Request for Proposal (RFP), or Request for Qualification (RFQ) process.  Additional requirements are included for professional services which are defined as accounting, architecture, professional engineering and landscape architecture.  The Local Government Code allows for consideration of the location of the bidder’s principal place of business in awarding some contracts. 

 

Staff will present the City’s purchasing policies and practices including professional services and provide options for local preference.
