As part of an ongoing commitment to organizational accountability, the City regularly engages in benchmarking efforts to compare its practices with those of similar cities. This includes conducting comparisons on water and wastewater rates, development fees, and “best practices” for major policies. Additionally, through the “Implementation of Business Plan Development” strategic project included in the FY10 Annual Work Plan, the Budget & Research Department is currently researching performance measurement systems to further formalize the City’s benchmarking efforts. Further, in response to a request received at the November City Council retreat for staff to conduct an organizational structure review, a list of comparable cities was prepared. This list includes Texas municipalities of varying similarity to Sugar Land and the basic demographic information for each city. Staff would like to review the City’s current accountability efforts and the proposed list of comparison cities with the City Council to receive further input and direction before moving forward with the City’s benchmarking program and the requested organizational structure review. |
