Executive Summary

This workshop is designed to build upon prior City Council discussions in 2009 regarding multi-family and non-conventional single family development concepts.  Following the April 2009 Council Retreat and the Vision 2025 Community Summit and adopted Principles, a Strategic Project was formally created to research various aspects of multi-family and nonconventional residential single family development and decision-making tools for the City to utilize in the future.  Workshop topics will include:

  • Existing Comprehensive Plan Guidelines and Code Provisions
  • Mixed use integrated residential
  • Semi-integrated residential
  • Non-integrated conventional residential
  • Other residential (townhomes, zero lot line, “garden homes”)
  • Future direction

One of the key outcomes anticipated from this workshop is to receive Council feedback on options for incorporating Vision 2025 in future decision-making for multi-family and nonconventional single family issues, including policies, code revisions, and a template for development agreements for the City and extra-territorial jurisdiction developers.
