Recommended Action

Review and discuss the City’s Proposed Energy Efficiency and Conservation Block Grant Program.

Executive Summary

Over $2.7 billion in formula grants were made available to U.S. states, territories, local governments, and Indian tribes under the Energy Efficiency and Conservation Block Grant (EECBG) Program, funded for the first time under the American Recovery and Reinvestment Act of 2009. This program provides funds to units of local and state government, Indian tribes, and territories to develop and implement projects to improve energy efficiency and reduce energy use and fossil fuel emissions in their communities.

 

The City of Sugar Land applied for this Grant and was allocated $781,400.    Usable funds of $250,000 were awarded on September 18th to develop our Energy Efficiency and Conservation Strategy (EECS). Staff issued a Request for Qualifications in an effort for an Energy Services Company (ESCO) to perform the tasks to result in the most effective EECS.  We targeted City owned facilities and lighting in an effort to achieve a continuous savings for energy in the General Fund. McKinstry Essention was selected as the best firm to conduct this work and a contract was awarded.

 

McKinstry Essention, Inc. performed the following tasks in an effort to develop the EECS:

 

·         Perform an energy audit of 13 city owned facilities

·         Perform an energy audit of approximately 230 city owned streetlights

·         Perform an energy audit of the city owned athletic field lighting

·         Identify energy saving strategies that will result in maximum energy efficiency improvements, fossil-fuel emission reductions, economic benefits and total energy use reduction

·         Establish an end result that will allow implementation of viable accountability based initiatives with associated energy cost savings, payback information and accountability metrics

·         Identify other incentives, rebates, grants and loans that can be used as additional funding for a future Energy Savings Performance Contract

·         Determine the scope, price and guarantee of savings that may be used in a future Energy Savings Performance Contract

 

McKinstry Essention, Inc. identified the following potential projects for implementation of savings:

 

  • Renewable energy (25KW Photo Voltaic)
    • Three locations
  • Energy Efficiency and Water Conservation
    • Low flow fixtures
  • Interior Lighting
    • Eight locations
  • Exterior Lighting
    • Five locations
  • Energy and Facility Management Control Systems
    • One location
  • Energy Efficiency and Conservation Strategy
    • Tasks that support the Environmental Stewardship Council Policy

 

Staff will present with the consultant, McKinstry Essention, Inc. the proposed projects and seek input from the City Council on implementation.
