Executive Summary

At the City Council planning session in July 2008, the Council discussed several items related to local government elections in Sugar Land.  During these discussions, several members of the City Council indicated they had a desire to consider creating a task force, chaired by District 3 Councilmember Russell Jones, to further examine several election related items and make recommendations to the City Council on potential changes to the City’s Charter, Code of Ordinances, and related policies. 

 

On August 19, 2008, the City Council approved Resolution No. 08-30 establishing an Elections Task Force.  In an effort to further improve the local democratic process, the Task Force was charged with studying and reviewing federal, state and local election laws and practices in order to develop and make recommendations to the City Council on the following:

 

§  Early Voting Locations,

§  Canvassing Process & Time Period,

§  Political Signage,

§  Use of City Logo by Candidates in Campaign Related Material, and

§  Any Other Election Related Issues Deemed Appropriate by the Task Force.

 

The Elections Task Force met a total of five times during the months of October, November, and December to discuss each of the items listed in the charge from the City Council.  On Wednesday, December 3, 2008, the Task Force voted – by a unanimous vote of all present members - to adopt the final report and respectfully submit it to the City Council for review and discussion.
