Recommended Action

Approval of a variance to the City’s Subdivision Regulations, Section 5-51 which provide requirements for minimum driveway separation for a proposed driveway serving Kalsi Engineering, Inc. at 745 Park Two Drive.

Executive Summary

Mr. Jim Lawless, AIA on behalf of Kalsi Engineering, Inc. requests a variance to the City’s Subdivision Regulations, Section 5-51, relating to minimum driveway separation.  The variance is requested to allow a proposed driveway to serve a planned expansion of Kalsi’s existing office at 745 Park Two Drive. 

 

The Subdivision Regulations state, “…non-residential driveways may be placed no closer than the following distances from adjacent streets and driveways”, and indicate that local streets have a minimum separation of 75 feet.  The separation between the proposed Kalsi driveway and an existing driveway to the south, however, is 50 feet.

 

Section 5-54 of the Subdivision Regulations established City Council authority to grant variances to driveway requirements.

 

Engineering staff recommends approval of the variance, allowing a non-standard driveway separation for the following reasons:

 

  1. The existing driveway to the south of the proposed Kalsi driveway (see attached exhibits) has no traffic on a typical day.   Thus, there is no conflicting traffic movement between the existing and proposed driveways.  The existing driveway is used only as a fire lane and no parking is served by the existing driveway.  The curb of the existing private drive served by the existing driveway is clearly marked as a fire lane with parking prohibited.  This existing drive dead-ends into a grassy area on the property.
  2. Park Two Drive is a cul-de-sac street with low traffic volume.
  3. Allowing the proposed driveway will improve public safety by improving delivery truck maneuvers on Jess Pirtle Drive.  Currently, delivery trucks must back up either to enter or exit the existing western driveway on Jess Pirtle.  The proposed driveway will allow forward circulation through the property.
  4. There is no detrimental impact to the public safety by granting this variance.

 

Mr. Lawless has provided the City a letter supporting the variance (see attached).  The letter provides adequate responses to the four questions required in the City’s variance request form.
