Recommended Action

The Public Works and Parks Departments are requesting City Council authorize a contract with Robinson Landscape & Construction LLC for construction of the City Park Baker Field Renovation in the amount of $591,976.42 and approval of a budget reallocation of $20,000.00 from PK0711 for contingency funding.   

Executive Summary

 

The City Park Baker Field Renovation project will provide for various upgrades to the field itself as well as facilities in the immediate area. The ball field will be reconfigured to meet current Little League requirements while utilizing the existing outfield fence, scoreboard, and field lighting.  New baseline, backstop, and dugout fencing will be installed with shade screening at the backstop area. The existing concession stand and restrooms will be replaced with a new building housing concessions, restrooms and additional storage. Other items include irrigation and concrete walkways connecting the field perimeter.

  

Bids for construction of the project were opened on October 4, 2007 with Robinson Landscape & Construction submitting the lowest responsible bid out of five prospective bidders. This project was re-bid after the initial bidding attracted only two bids, with the low bid being substantially over budget. Staff and the design consultant then revised the scope of the project in an attempt to get the improvements within budget. 

 

Robinson Landscape & Construction’s business address is in Snyder, Texas. Although they have not done any prior work for the City of Sugar Land, our consultant has checked their references and has concluded that they are qualified to complete the work as proposed. In addition, they have indicated that the majority of subcontractors they will be using are local contractors.  

 

Staff recommends authorization of a construction contract with Robinson Landscape & Construction in an amount not to exceed $591,976.42. Funding is available in CIP PK0604 City Park Renovation which currently has an unencumbered balance of $594,779.00.  Although the bid meets the budget, a reallocation of $20,000.00 from PK0711 Parks Rehabilitation is requested to provide a contingency funding for the project. The project has 180 calendar days allotted for construction thereby establishing estimated completion in May 2008.
