On September 19, 2006,
the City Council awarded a contract for engineering services contract to
Costello, Inc. The contract provided
for a comprehensive drainage study of the Sugar Mill Drainage System. Previous studies of Ditch
A-22 had revealed inadequacies in the Sugar Mill Drainage System. Both Sugar Mill residents as well as
Public Works staff have reported severe ponding levels at some locations
within Sugar Mill subdivisions during the occurrence of past rain events. A few houses in Sugar Mill also took in
water during the occurrence of Tropical Storm Allison in 2001. In
order to address the above issues and to better identify the problem, the
City performed a comprehensive study of the Sugar Mill Drainage System. This study was funded via the City’s CIP
program (DR0606). The study scope included
analyzing all sections of the Sugar Mill Drainage System. During the course of this study, input from
the Sugar Mill residents and HOA representatives were solicited to identify
problem areas. The main objectives of

This comprehensive
study was completed recently. Engineering
staff has reviewed the findings and recommendations identified in this
study. These recommended improvements
were separated into logical phases.
Each phase was then compared to the ranking criteria developed as part
of the updated Master Drainage Plan to establish a priority order possible
inclusion in the City’s CIP program. Staff attended the Sugar Mill HOA Board of Directors meeting on October 15th
and gave them an update on the status of plans for the construction of a new
restrictor, as well as the findings and recommendations of the Sugar Mill
Drainage Analysis. The Board was pleased with the City’s progress and plans
to attend this workshop meeting. Engineering staff will present an overview of the study, priority order for improvements and discuss the proposed improvements and phasing plan. The findings of this study have also been reviewed by the Sugar Mill HOA consulting engineer (Dodson & Associates, Inc.). |
