Recommended Action

The Public Works Department recommends that City Council authorize the City Manger to execute the CenterPoint Energy Street Light Agreement Letter to initiate installation of street lights on University Boulevard at a cost not to exceed $179,893.00.

Executive Summary

In a workshop discussion held in late 2001, City Council gave direction to continue the City’s Urban Beautification efforts on University Boulevard in providing ornamental street lights and traffic signals as part of our infrastructure design. As a result, a decorative traffic signal was installed at the intersection of University  Boulevard and Lexington, which is at the entrance of the University of Houston.  In addition, the roadway design and construction incorporated the appropriate foundations, electrical conduit, and grounding necessary to support lighting structures identical to those along S.H. 6 and Eldridge. The foundations electrical conduit and grounding were installed in conjunction with the roadway construction as it was determined that there would be cost savings over having Center Point install the foundations electrical conduit and grounding during the construction of the lighting.   

 

Since the area is undeveloped, with the exception of University Boulevard, limited power capacity was available to light the roadway.  Per contract with the City, Center Point is now in the process of extending electric capacity to the Brazos River Park in a sufficient amount to allow Public Works to request a street lighting plan and an agreement letter to initiate installation of the street lights.  It is anticipated that the construction of this electric power infrastructure by Center Point will be complete by the third week of October.

 

The proposed lighting design includes University Boulevard from U.S. 59 south to the Commonwealth Boulevard bridge. The proposal received from Center Point is for $179,893.00. The proposed agreement includes:

 

  • (19) 250 watt, high-pressure sodium, 25,500 lumen, double-arm Houstonian style luminaires, surface mounted to Sweetwater poles painted black.
  • (34)  250 watt, high-pressure sodium, 25,500 lumen, single-arm Houstonian style luminaires, direct buried Traditionaire poles painted black.

 

The mounts, poles, luminaires and layout of the street light system is consistent with the existing system along both S.H. 6 and Eldridge and University Boulevard north of U.S. 59 installed by Telfair (see attached pictures).

 

Funding is available through CIP ST0806–University Boulevard Illumination Project. The funded balance is $200,000.00. Upon execution of the agreement letter, material will be ordered and a construction order is placed by Center Point Energy. Installation should be completed in approximately six months, weather permitting.  

 

A lighting system for the Commonwealth Bridge over Ditch H is currently under design as well.  Center Point is not performing the design nor will they provide the light poles, etc. as per policy that they no longer maintain or provide bridge lighting.  It is anticipated that the remaining fund balance within ST0806 will be sufficient to fund the construction of the bridge lighting system.  

 

The Public Works Department recommends that City Council authorize the City Manger to execute the Center  Point Energy Street Light Agreement Letter for lighting University Boulevard.

CenterPoint Energy (Company) agrees to furnish, install, own and maintain street lighting service in the above noted area subject to the Lighting Services Rate schedule and the corresponding Service Rules and Regulations Relating to the Provision of Delivery Service to Retail Customers.  As shown on the Illumination layout, the requested installation has been designed in accordance with the Illuminating Engineering Society of North America (I.E.S.N.A.) recommendations.

 

This installation consists of:

 

38, 250 watt, high-pressure sodium, 25,500 lumen, double-arm Houstonian style luminaires mounted to Sweetwater poles (19 poles) painted black and serviced by underground conductors. The current monthly Lighting Services Rate schedule fee per street light is $12.00 per lamp.

 

34, 250 watt, high-pressure sodium, 25,500 lumen, Houstonian style luminaires mounted to direct embedded Traditionaire poles (34 poles) painted black and serviced by underground conductors. The current monthly Lighting Services Rate schedule fee per street light is $20.10 per lamp.
